Job Description

TECHNICAL LEAD/ TARIFF CLASSIFICATION EXPERT:

Possesses a minimum of 10 years of experience in manufacturing environment; subject matter expert (SME) regarding Harmonized Tariff Schedule of the United States (HTSUS) and expertise in tariff classification is preferred; must have B.A. or B.S. in business or engineering fields.

A law degree is preferred but not required. Retains overall responsibility for performance including deliverables and contractual compliance.

Identifies, acquires, and utilizes all resources to achieve project objectives. Establishes priority task assignments and completion timelines. Ensures quality and productivity standards while meeting project/client deadlines. Performs a quality assurance role to ensure timely delivery of all specified deliverables, and compliance with government regulations, codes, policies and procedures.

Specific requirements: Candidates for this labor category will be senior industry analyst(s) at the director level with an expertise in customs, tariffs, and international trade regulation. Candidates possessing such expertise in this industry will be particularly well-suited to perform and complete the tasks listed below in a highly compressed time-frame. 

The following tasks are illustrative of the kinds of tasks the Senior Business/ Industry Analyst III will perform:

  • Analyze product exclusion requests received by USTR for the Section 301 tariff action against China for forced technology transfer
  •  Research product descriptions to determine if the product is properly classified
  • Review and assess other expert research and analyses relevant to the product described in these exclusions
  • Prepare product “carve out” language that is administrable and enforceable by US CBP
  • Communicate with other U.S. agency staff and revise carve out language as needed.

The responsibilities for this position may be executed from a remote location.
