Job Responsibilities

The Carlsbad Technical Assistance Contract (CTAC), operated by North Wind Portage, is seeking a Nuclear Safeguards and Security Specialist with knowledge and experience with DOE Orders and policies in the area of Physical Security, Information Security, Personal Security and Security Program Management. The successful candidate will support the Security Officer at the Department of Energy’s Carlsbad Field Office, in Carlsbad, New Mexico, conducting oversight of contractor’s safeguards and security programs and activities.  

This support will be performed at the Carlsbad Field Office in the Skeen-Whitlock Building, Carlsbad, New Mexico and the WIPP facility.  Some travel for training or meetings may be necessary. The individual accepting the CTAC position will also undergo the requisite background checks and drug testing.

Qualifications

High School education

 

 

The qualified candidate must have at least ten years of direct experience related to Nuclear Safeguards and Security activities or other relevant experience as approved by the Contracting Officer. The qualified candidate should have a working level competency in DOE Physical Security Standards and DOE Protective Force Operations Standards and must have expert level competency in security oversight practices in accordance with DOE G 226.1-1, Safeguards and Security Oversight and Assessments Implementation Guide.

The successful candidate must be capable of performing assessments and evaluations of contractor performance in planning, development and execution of safeguards and security policy, procedures, and management controls; must have knowledge of applicable DOE Safeguards and Security Orders, general WIPP operations and WIPP site regulatory requirements; must have knowledge of auditing and surveillance procedures and techniques to conduct assessments of procedures/control of security programs, including preparation and scheduling of appraisal activities; review of previous activity reports and interpretation and analysis of findings to determine adequacy of controls.

The qualified candidate must also have well developed communication skills and will be responsible for preparation of written reports detailing and documenting oversight work performed.

 

 

• Working knowledge of DOE Physical Security Standards and DOE Protective Force Operations Standards and security oversight practices in accordance with DOE G 226.1- 1.

• Experience performing assessments and evaluations of contractor performance in planning, development and execution of safeguards and security policy, procedures, and management controls.

• Well-developed written and oral communication skills.

Preference may be given to individuals with DOE L or Q clearances.
