Job Description
The Proposal Coordinator / Writer is responsible for assisting the Proposal Manager in developing a variety of proposals in response to government Requests for Proposals (RFPs), Requests for Information (RFIs), Requests for Quotes (RFQs), Sources Sought Notices, and similar inquiries for DoD and state clients country-wide. The position is part of the Bids and Proposals Group and reports to the Proposal Center Director.

This role requires an ability to develop at least one proposal at any time on deadline. Proposals include projects or multi-year service contracts in construction, engineering, operations and maintenance, and environmental industries. They vary in size and complexity.
Summary of Essential Job Functions
Assist the Proposal Manager by performing a variety of tasks that typically involve deadlines and are performed concurrently.
Review, analyze, and use RFP documents to generate compliance matrices, proposal outlines, and proposal development assignments to ensure compliance and responsiveness to the customers’ requirements.
Coordinate with Capture Managers the hand-off of all capture information, data, and contacts from the Capture Managers when an opportunity moves from the Capture to Proposal phase.
Ability to communicate with a wide range of professionals at different levels as well as comprehend, analyze, and interpret large volumes of technical information.
Write and edit corporate information, including resumes, project descriptions, presentations, templates, etc.
Participate and facilitate proposal kickoff meetings attended by key proposal team members. 
Coordinate technical and costing efforts and effectively communicate with the proposal team members throughout the proposal development phase.
Request or respond to clarifications and other written and verbal communication.
Participate in review meetings and manage progress of multiple proposals.
Review final proposal to ensure compliance with RFP requirements and to verify Company standards are maintained.
Schedule resources and procure supplies needed to produce and deliver professional proposals. 
Comply with Company and client policies and procedures.
Support zero-incident safety culture and assume personal accountability and responsibility for safe work practices in all projects, activities, and operations.

Minimum Education and Experience
Bachelor’s degree in English, Technical Communication, Business Administration, or related field with a minimum of two years of experience in proposal and/or technical writing. Advanced Acrobat, Microsoft Office, and intermediate Adobe InDesign skills are required. Familiarity with content management system is preferred. Attention to detail, ability to prioritize, and proper grammar and punctuation are a must. Proven ability to work under pressure with tight, often short deadlines, while ensuring accurate, compliant, and effective proposals. Mature judgment and ability to work with little or no supervision. Experience in construction and environmental industries is preferred. 

Association of Proposal Management Professionals, Shipley training courses, or similar specialized training preferred.
