Job Description

Portage a North Wind Company is seeking a Health and Safety Manager on the Moab Uranium Mill Tailings Remedial Action Project (UMTRA). 

The Moab Remedial Action Contractor (RAC) Health and Safety (H&S) Manager reports to the RAC Environmental, Safety, Health, and Quality (ESH&Q) Manager and is responsible for implementing the industrial safety and industrial hygiene, emergency management programs and procedures for the Moab UMTRA Project, at both the Moab and Crescent Junction, Utah project sites. The Moab RAC H&S Manager’s duties include, but are not limited to:

• Providing daily supervision of RAC H&S Representatives working at the Moab and Crescent Junction sites.
• Assisting in determining the appropriate safety administrative and engineering controls for project field activities.
• Ensuring written H&S programs and procedures are up to date and compliant with all applicable regulations and guidance.
• Determining the need for H&S specifications for procurement activities.
• Providing and conducting training sessions on H&S topics.
• Assisting with daily and other safety meetings.
• Performing and/or assisting with H&S audits, surveillances, and assessments.
• Perform the duties as the UMTRA Project Emergency Manager.

Qualifications

Demonstrated 5 years of supervisory/management experience leading a world class industrial safety and industrial hygiene program at a large radiological remediation project effectively. This includes staffing, budgets, programs, etc.

Demonstrated knowledge and experience with U.S. Department of Energy (DOE) H&S regulations and guidance, including 10 Code of Federal Regulations (CFR) 851, “Worker Safety and Health Program.”

Demonstrated knowledge and experience with Occupational Safety and Health Administration (OSHA) requirements in 29 CFR 1926, “Safety and Health Regulations for Construction.” Knowledge of National Fire Protection Association (NFPA) regulations is preferred.

Demonstrated experience in general construction safety and working knowledge of 29 CFR 1904, “Recording and Reporting Occupational Injuries and Illnesses.

Demonstrated knowledge and experience with OSHA requirements in 29 CFR 1910.120 “Hazardous Waste Operations and Emergency Response.

Demonstrated knowledge and experience with National Incident Management System (NIMS) and the Incident Command System (ICS).

Ability to effectively interface with customer and regulators, as well as field workforce.

Ability to design emergency management exercises and coordinate with offsite responders.

Demonstrated proficiency in the calibration, use, and maintenance of industrial hygiene equipment, including real-time air monitoring instruments and area/personal sampling equipment.

Ability to review (or obtain assistance from independent technical specialist to review) project reports, procedures, technical and procurement specifications, or other operations documents for compliance with H&S requirements.

Ability to determine the need for H&S specifications for procurement activities.

Ability to communicate professionally, effectively, and tactfully with a wide variety of individuals in person, via telephone, and in writing. Excellent customer relations skills.

Ability to work independently and resolve practical problems, keeping all appropriate parties aware of issues or risks. Possess a strong work ethic.

Ability to qualify as a DOE Radiation Worker II and complete OSHA Hazardous Waste Operations and Emergency Response (HAZWOPER) worker qualification (including 8-hour supervisor training), and pass a HAZWOPER/respirator user medical exam.

Ability to read and understand project plans and specifications.

Ability to understand basic behavior based safety programs and enforce company’s and the Project’s safety policies. • Ability to select appropriate personal protective equipment (PPE) including respiratory protection.

Ability to maintain records documenting H&S activities.

Ability to provide assistance during external H&S audits, including assistance in providing responses to the findings or formulation of corrective actions.

Ability to identify line management areas of H&S weakness.

Demonstrated proficiency with mid- to high-level contract and cost administration skills.

Ability to understand routine safety and IH equipment selection and utilization.

Ability to read and comply with project direction contained in project-specific plans and procedures.

Demonstrated proficiency in the use of Microsoft Office software (Microsoft Word, Excel, Power Point).

Must have a valid State driver’s license.

May be required to pass a pre-employment background check.

Must pass a pre-employment drug screen.

Ability to work a flexible schedule, including overtime, weekends and night shifts, pending demand.

 

Experience on UMTRA type projects is highly desirable.
