Job Responsibilities
North Wind Infrastructure and Technology is seeking a Design Build Project Engineer in Idaho Falls, ID.

The Design Build Project Engineer is rResponsible for developing and implementing a process to allow North Wind companies to efficiently and profitably execute D/B contracts. The SPE will report to the NWI&T Engineering Manager and will be assigned to D/B Projects.
Works with Engineering Manager and Company Presidents to:
• Develop procedures and estimating methodology for bidding and completing D/B Projects.
• Support whole life-cycle costings and feasibility assessments for D/B pursuits.
• Works with the Engineering Manager to allocate resources to define the D/B approach and develop proposal documents. Duties include:
o Assist in preparation of A/E, Consultants, Design-Assist and Design-Build trade partner RFP’s and scopes of work.
o Coordinate design services between firms to eliminate gaps in scope/services.
o Coordinate Design-Build and Design-Assist contract terms and conditions with internal and external teams.
o Works with internal preconstruction staff and A/E team to identify appropriate level of design for pursuit pricing and to ensure that design solutions are consistent with agreed upon win strategy.
o Facilitate communication of cost management needs between the designer, Design-Assist and Design-Build trade partners, and preconstruction/estimating teams during all phases.
o Become familiar with all scopes and budgets to ensure a coordinated approach to estimating and design/scope monitoring.
o Works closely with estimating to ensure all major elements and components are included in the D/B Project Proposal and Estimate.
o Leads Red and Green Team Reviews for the design portion of the D/B proposals and estimates.
o Establishes the Design Basis and level of design completion necessary to bid a D/B Project.
o Develops engineering lifecycle cost and schedule for D/B proposals and projects.
• Following contract award, Serves as Project Manager for all engineering activities related to Title I, II, and III efforts. Duties include:
o Works with the Engineering Manager to allocate resources to D/B projects.
o Identify decision-makers and critical decision points. Obtain client direction and provide internal direction as necessary to facilitate the project goals.
o Assist in development of Value Analysis planning and execution of cost management approach with the owner and design team.
o Coordinate with various owner stakeholders and vendors to ensure requirements are incorporated into design documents.
o Develop and implement project-specific Building Information Modeling (BIM) execution plans.
o Coordinate design document packaging strategies with the Project team.
o Manage the Design Review process with design team and client.
o Manage design document control using both 3D and 2D file management systems.
o Become knowledgeable of applicable building codes and regulations to assist in code compliance during design delivery.
o Interface with Project teams to develop and monitor expectations for schedule and content of design document delivery.
o Oversee implementation of quality program and procedures, verifying critical quality elements are incorporated into the Design Documents.
o Assist in development of Target Value Design strategies and provide oversight of design team’s development of a design that meets the target value.
o Monitor design between monthly forecasting to report and determine corrective course(s) of action required to maintain or lower the overall budget.
• Serves as the Change Control Agent for engineering related activities and responsible for processing Field Change Notices and Design Changes Notices as requested by the Client.
• Oversees design, constructability and Value Engineering reviews on D/B projects.
• Serves as the Engineering Representative for progress and status meetings.
Qualifications
• Bachelor’s degree in Construction Management, Engineering or Architecture required.
• 10+years of experience in engineering, design or construction.
• Eligibility for DoE, DHS, and/or DoD security clearances.
?• Proven experience working in the design phase of a project.
• Has extensive knowledge of field engineering, construction and T&C activities.
• Hands-on field experience in design and construction.
• History of Affiliations with Professional Organizations preferred (i.e. AIA, CSI, ASHRAE, DBIA, etc.).
• Good computer skills, including proficiency in BIM and other design-phase applications (Revit, Navisworks, Bluebeam, PowerPoint, Excel, Word, Access, etc.)
• Specific technical expertise in building enclosures or MEP systems is desirable.
