Job Description

North Wind Construction Services, a CIRI Company, is seeking a full-time Health & Safety Manager to provide support to various North Wind Construction projects.  This position will be located in Oak Ridge, TN.

POSITION SUMMARY:

Maintains a safe and healthy environment by identifying and anticipating concerns and hazards.  Develops and enforces policies and procedures that comply with OSHA and executes Risk Reduction programs.  Functions as the safety specialist by developing and carrying out project procedures when required that comply with OSHA regulations and effectively control accident and health exposures and insures adherence to environmental regulations.  Devises, supervises, and coordinates training programs or media which increase proficiency in safe practices and promote safety awareness.  Assists in examining new plans and specifications for new work processes or equipment to determine if all safety precautions have been included.  Investigates accidents to insure corrective action is taken to eliminate the root cause of the safety hazard.  For project assignments, will ensure project is in compliance with applicable regulatory requirements and will ensure the North Wind safety culture is instilled.  Will assist project supervisors and assigned project Site Safety and Health Officers (SSHO). 
North Wind projects may include large construction, demolition, remediation, grounds support, and a variety of other activities.
The ideal candidate should also have a Quality Assurance (QA) background on projects, and has preferably served as a Construction Quality Control (CQC) Manager.  The HSM will develop Lessons Learned to be shared company-wide.

ESSENTIAL JOB FUNCTIONS AND DUTIES:
• Implements and enforces client, project safety and health plans and the North Wind Corporate Health and Safety Program; conducts and / or participates in required trainings, safety meetings and routine inspections
• Works with the North Wind Project Management and Regional Safety Manager to standardize safety practices
• Communicates and supports a proactive Safety Culture
• Able to create and implement Emergency Action Plan (EAP) and Fire Prevention Plan (FPP) as needed
• Schedules and supports training, as required by Project Management and Regional Safety Manager
• Monitors safety and health regulations and provides technical support to managers and personnel to ensure compliance with OSHA, USACE, and site-specific safety and health regulations
• In conjunction with the North Wind Project Management and the Regional Safety Manager, investigates near misses, accidents / incidents, identifies root causes, reports on the causes and solutions to ensure countermeasures are implemented in a timely manner
• Participates and facilitates safety lessons learned
• Performs routine safety assessments and inspections
• Ensures pre work equipment, tooling and PPE inspection has been performed and documented
• Stays abreast of new regulations and applicable laws, communicates and integrates changes or corrections as required
• Is familiar with Hazard Analysis (AHA, THA, etc.) development and implementation for work tasks performed on the project
• With the help of Project Management, ensures subcontractor personnel attend daily safety meetings, necessary preparatory meetings, making sure they are aware of client and North Wind project safety requirements
• Conducts project specific safety orientations for visitors, new hires and subcontractors
• Tracks, trends and reports to the North Wind Regional Safety Managers or ESH&Q Director all leading/lagging safety indicators
• Performs other duties as are appropriate and as assigned by site and regional management
• Familiar with full or partial structure demolition, including lead and asbestos abatement, silica in construction, excavation and crane safety standards
• Establishes and maintains contact with NW’s Corporate Health and Safety Manager, the NW Corporate Environmental, Safety, Health and Quality Director, the North Wind Chief Operating Officer, the Client Safety Advocate, subcontractor health and safety representatives, managers and supervisors as required to fulfill health and safety commitments on assigned projects. 
• Advises and supports NW Program and Project Managers relative to occupational health/safety, industrial hygiene issues, and Quality Assurance (QA) and Quality Control (QC) issues. 
• Anticipates and provides direction to project personnel on potential industrial hygiene and occupational safety problem areas and evaluates, recommends and implements solutions or corrective actions. 
• Analyze work environments and design programs to control, eliminate, and prevent disease or injury.
• Look for chemical, physical, radiological, and biological hazards, and work to make more equipment ergonomic.
• Assists projects in approach to test and analyze air, water, soil, machines, and other elements of the work environment.
• Conduct project inspections and inform an organization’s management of areas not in compliance with State and Federal laws or employer policies.
• Help investigate accidents and study its causes and recommending remedial action.
• Frequently communicate with management about the status of health and safety programs.  In addition to daily communications with project personnel within the region, the HSM will be in frequent communication with the Corporate Health and Safety  Manager; and the Corporate Environmental, Safety, Health and Quality Director.
• Write reports, including accident reports, and enter information on Occupational Safety and Health Administration recordkeeping forms.
• Assist in the development of occupational health and safety systems.
• Ensures annual review of applicable Health and Safety procedures using the procedure assessment checklist.

Qualifications

MINIMUM QUALIFICATIONS:

EDUCATION/TRAINING:
B.S. in a science, engineering, health and safety or related discipline.  OSHA 30 hour safety course (preferably Construction Safety); Hazardous Waste Operations and Emergency Response (HAZWOPER) 40 hour; Prefer current First Aid/CPR training; Asbestos Awareness; Lead Awareness.

KNOWLEDGE AND EXPERIENCE:
Ten years’ experience in applied occupational health and safety with emphasis on construction safety and industrial hygiene. Radiation program experience may also be required.  Broad knowledge of applicable government health and safety regulations and standards.  Experience with implementation and embedding of OHSA (or equivalent) compliant Safety Management System in various projects including remediation/construction environment.
Minimum of 5 years DOE experience.

• Communication: Ability to read, analyze and interpret general business periodicals, professional journals, technical procedures and government regulations.  Ability to write reports, business correspondence and procedure manuals.Ability to effectively present information and respond to questions from managers, clients and customers.
• Skill sets: Ability to work with mathematical concepts such as probability and statistical inference.  Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
• Reasoning ability:  Ability to define problems, collect data, establish facts, and draw valid conclusions.  Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

PHYSICAL DEMANDS:
• Ability to sit and/or stand for extended periods of time.
• Ability to walk, reach with hands and arms, talk, and hear.
• Ability to perform repetitive movements of the fingers, hands, wrists and arms.
• Ability to frequently lift and/or move up to 20 pounds and occasionally lift and/or move up to 50 pounds.

SPECIAL REQUIREMENTS: 
Flexibility in working odd hours.  Ability to travel and with short notice.  

CERTIFICATIONS (Desired):
Certifications such as, OHST, CHST, and CMSP considered a strong asset.

Will be required to perform other duties as requested, directed, or assigned.

While performing the duties of this job, the employee is exposed to normal office conditions as well as potentially hazardous conditions while on project sites.  The noise level in the work environment is usually moderate.
