Job Description
The Carlsbad Technical Assistance Contract (CTAC), operated by North Wind-Portage, has an immediate need for a Quality Assurance Auditor or Technical Expert, with knowledge and experience in in the area of *Acceptable Knowledge  (AK), to provide support to the Department of Energy (DOE) Carlsbad Field Office (CBFO), Office of Quality Assurance (OQA). Duties for this position will include performing internal and external quality audits for the WIPP program and program partners; preparation of audit plans, AK-related checklists, and reports; planning and logistics necessary to conduct audits at the WIPP site and at waste generator sites at remote locations; interfacing with regulatory agencies; and coordinating with observers from state and federal regulatory agencies.
Qualifications
The qualified candidate will have a Bachelor of Science degree in physical science, engineering, biology or a technical discipline, as approved by the Contracting Officer, and five years of experience related to nuclear or hazardous waste management. Preference will be given to individuals who meet the minimum qualifications and have experience related to waste characterization or AK.  Additional consideration will also be given for those who are currently or have previously been certified under NQA-1.

This position will be located in Carlsbad, New Mexico at the Skeen-Whitlock Building.  However, auditors will be required to travel to various TRU waste generator sites and other facilities across the United States to participate in audits and surveillances on a regular basis. Due to the nature of the work, candidates must be US Citizens and will be required to pass a drug and alcohol screening.  
Specific skills and required job knowledge will include:

Working knowledge of ASME NQA-1-1989, DOE Order 414.1, and 10  CFR 830.120, and RCRA requirements

Experience in corrective action processes sufficient to properly identify problems, assess corrective action plans, and verify closure and effectiveness of corrective actions. 

*Note:   Acceptable Knowledge – Any information about the process used to generate waste, material inputs to the process, and the time period during which the waste was generated, as well as data resulting from the analysis of waste, conducted prior to or separate from the waste certification process authorized by U.S. Environmental Protection Agency’s (EPA’s) Certification Decision, to show compliance with Condition 3 of the certification decision (40 CFR §194.2 and §194.67). AK documents may include, but are not limited to AK Summary Reports, Defense Determinations, Chemical Compatibility Evaluations (CCE), Basis of Knowledge (BoK) Evaluations, AK Assessments and Interface Waste Management Documents List.

Within 90 days of hiring, candidate must possess sufficient knowledge of DOE CBFO Program Documents [e.g., CBFO QAPD, Waste Acceptance Plan (WAP), Waste Acceptance Criteria (WAC), and TRU Packaging Methods of Payload Control (TRAM PAC)] to successfully assess assigned activities.
