Job Description
Energy Manager will provide on-site support to the 611th Civil Engineer Squadron (CES) at Joint Base Elmendorf-Richardson (JBER) in Anchorage, AK.   Primary duties include providing technical assistance with managing the energy and utility programs for 611th CES remote sites throughout Alaska, Hawaii, and Wake Island. The Energy Manager further provides oversight, technical assistance, and project management support for facilities, utilities, and energy projects and initiatives for up to 19 installations that fall under the 611th CES area of responsibility.   

ESSENTIAL DUTIES AND RESPONSIBILITIES:
Assists with identifying energy saving opportunities and projects for facilities and infrastructure at 611th CES installations.
o Helps prepare scopes of work, cost estimates, programming documents, and other technical documentation
Assists with oversight, management, and technical analysis of 611th CES utility programs and energy consumption.  Evaluates opportunities to reduce consumption of fuel and electricity where possible.   
o May provide technical recommendations to engineering flight chief
Performs a wide range of energy management duties surrounding O&M functions to encompass the maintenance, repair, upgrade, and operation of a variety of infrastructure, facilities, and utilities.  
Plans, programs and budgets for energy management and energy reduction projects in support of the Pacific Region Support Center (PRSC) and 611th CES.   Prepares programming document packages including specifications, cost estimates, site planning documents, and supporting technical documentation.
Develops and/or reviews specifications and schedules for assigned portions of the project, and assists in negotiating for utility services.  Inspects and/or oversees construction for compliance and recommends resolution of differences with contractors.  
Some travel is required to Alaska and Wake Island sites to perform energy assessments, and evaluate energy saving initiatives for facilities and infrastructure.   
Works with other organizations within the 611th CES, to ensure energy management and savings opportunities are evaluated and considered including the engineering flight, installation and management flight, and operations flight.  
Prepares high level and more detailed cost estimates using a variety of tools including RS Means and/or Parametric Cost Estimating System (PACES) software.
Prepares/reviews change orders prior to contract modification. 
Assists with ensuring federal, state, and local codes concerning health, safety, and the environment are strictly adhered to in the programming, design, and construction of real property facilities.  
Uses computers/computer software such as information management and project tracking programs to solve energy management and other technical problems.  
May use computer software applications such as Computer Aided Design and Drafting (CADD) programs and PACES to ensure project design submittals and proposals meet programmed project design parameters.  
Keeps current on relevant software applications and seeks new applications to facilitate work.

Qualifications
QUALIFICATIONS REQUIRED:
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required. 

Education and Experience:
Bachelor’s degree in engineering, sciences, or other technical discipline is preferred.
At least four years of experience in energy management, with DOD and/or Air Force experience being favorable
Desirable, but not required – Certified Energy Manager (CEM) or LEED AP certification

Skills and Abilities: 
Communicates clearly and concisely in speech and writing. Demonstrates understanding of and sensitivity to unspoken meaning and nonverbal cues. Facilitates communication across the organization and effectively interfaces with customer, contractor, and site personnel on a daily basis.
Requires good interpersonal skills in dealing with others (colleagues and clients) to ensure that customer requests and needs are met. Must acknowledge and clarify customer inquiries, requests, or complaints to ensure that needs are identified, documented and addressed.
Ability to apply common sense understanding to carry out detailed written and/or oral instructions; ability to deal with problems involving variables in non-standardized situations.
Demonstrates effective use of MS Office applications, databases, systems, tools and other resources to reflect understanding and clear insights of processes and procedures. 

QUALIFICATIONS PREFERRED: 
Bachelor’s in engineering, science, or related technical field is preferred.   Energy management experience required with DOD and/or Air Force experience preferred.   Ability to pass federal government background check required.  Existing background check and/or secret clearance is desirable.

SPECIAL REQUIREMENTS:             
Ability to travel up to once every two months is preferred.

PHYSICAL DEMANDS:
While performing the duties of this job, the employee will be sitting for long periods of time in an office environment.  Sedentary physical workload; must be able to exert up to a negligible amount of force constantly to lift, carry, push, pull or otherwise move objects, including the human body; required to have a close visual acuity to perform activities such as viewing a computer terminal and extensive reading; specific physical requirements include, but are not limited to, sitting, walking, talking, hearing and performing repetitive motions.  The employee is often required to use hands or fingers to handle or feel and reach with hands and arms. The employee must occasionally lift and/or move up to 50 pounds. 

WORKING ENVIRONMENT:
The majority of the work is conducted indoors in a standard office environment.  The employee may be exposed to moving mechanical parts.  The noise level in the work environment is usually moderate.
