Job Description
North Wind Portage, Inc. is currently looking for a Site Safety and Health Officer to work in Luckey, Ohio. 

SSHO Manager maintains and promotes a safe and healthful environment through effective leadership, hazard analysis, implementation of appropriate controls and providing ES&H/IH management for all site activities.  Leads the development and enforces ES&H policies and procedures in compliance with site documents, OSHA, 10 CFR 850, EM 385-1-1 requirements, OSHA and North Wind’s health and safety programs.  The Site Safety and Health Officer effectively controls personal health exposures and insures adherence to environmental regulations.  Responsible for providing supervision and coordination of the site-specific training programs and training media.  Strong safety advocate with core competencies in promoting a safety culture and promoting safe work practices.  Directly responsible for performing hazard analysis, developing Activity Hazard Analysis (AHAs), developing safety plans and specifications for work processes or equipment to determine that all safety precautions have been included. Must be knowledgeable and capable to lead accident/incident investigations, root-cause-analysis and develops corrective actions to correct deficiencies and prevent reoccurrence. 

Essential Duties and Responsibilities


• Implements, directs and enforces regulatory, client and project safety and health plans.  Primary interface to incorporate the North Wind Corporate Health and Safety Program as applicable to a project.  Conducts and / or participates in required trainings, safety meetings and routine inspections.
• Ability to effectively manage the health and safety departments technical and field personnel (safety, IH) and enforce exposure control programs.
• Administer Negative Exposure Assessment’s, control all Industrial Hygiene (IH) and safety related boundaries and implement all requirements.
• Enforces the Chronic Beryllium Disease Prevention Program.
• Assists with documentation of beryllium free release surveys.
• Reviews IH surveys, safety inspections and reports.
• Develops safety and IH plans and permits for the site for client approvals.
• Administrator of permits, plans and forms.
• Required reviewer of all site documentation, plans, reports and work instructions.
• Work closely with CQCSM on site requirements, deliver documentation daily and provide necessary submittals.
• Works with North Wind Project Management and Regional Safety Manager to standardize safety practices.
• Communicates and supports a proactive Safety Culture.
• Able to create and implement Emergency Action Plan (EAP) and Fire Prevention Plan (FPP) as needed.
• Schedules and supports training, as required by Project Management and Regional Safety Manager.
• Monitors safety and health regulations and provides technical support to managers and personnel to ensure compliance with OSHA, USACE, federal and other applicable safety and health regulations.
• Plan and manage site emergency drills (i.e., fire, tornado, etc.).
• Develop and perform daily tailgate safety topics and briefings to site crew.
• Ability to clearly communicate and professionally interface with projects client and USACE on a daily basis.
• Able to create and present professional site-specific presentations and technical papers to North Wind management and the project client.
• Coordinate occupational medicine activities that support, BeLPT pre-employment screening, and fitness for duty.
• Support the Project Manager in establishing organizational health and safety goals and metrics.
• Work to reduce injuries and illnesses by identifying and reporting hazards, tracking trends and determining root causes of incidents.
• Communicate with the local emergency response team on essential project status, coordinate drills and conduct quarterly meetings.
• Oversight of onsite lab safety program ensuring they remain compliant with North Wind project policies and plans, working with subcontractor’s offsite safety management.
• In conjunction with the North Wind Project Management and the Regional Safety Manager, investigates near misses, accidents / incidents, identifies root causes, reports on the causes and solutions to ensure countermeasures are implemented in a timely manner.
• Participates and facilitates in the development of lessons learned.
• Performs routine safety assessments and inspections including daily field work.
• Ensures pre-work equipment, tooling and PPE inspections are performed and documented
• Stays abreast of new regulations and applicable laws, communicates and integrates changes or corrections as required.
• Is familiar with Hazard Analysis (AHA, JSA, JHA, etc.) development and implementation for work tasks performed on the project.
• With the help of Project Management, ensures subcontractor personnel attend daily safety meetings, necessary preparatory meetings, making sure they are aware of client and North Wind project safety requirements.
• Conducts project specific safety orientations for visitors, new hires and subcontractors
• Experienced and familiar with radiological & hazardous waste remediation projects involving structure demolition, excavations, waste loading, heavy    equipment, crane safety and water management.  Particular contaminate control experience to include; Beryllium, radiological, mercury, lead. Silica,  and asbestos. 
• Strong background in performing and monitoring hazards through the use of appropriate instrumentation for contaminates of concern, to include; WBGT, noise, heat/cold stress, dust, light and 5-gas monitoring.
• Attend and contribute to the bi-monthly North Wind corporate safety meeting.
• Manage the personal protective equipment program and supply logistics.


 
Qualifications
MINIMUM QUALIFICATIONS: EDUCATION/TRAINING:

• The SSHO will have a minimum of seven (7) years’ experience in the implementation of OSH/IH programs with at least five (5) years of experience  on HTRW cleanup, facility D&D or related projects with hazards similar to the Luckey project;
• A minimum of two (2) years management or supervisory experience;
• Completion of 30-hour OSHA construction safety class or equivalent within the last five (5) years and an average of at least 24 hours of formal safety training, at a level that is appropriate for Safety/IH certification maintenance, each year for the past five (5) years;
• Specialized training to include, but not limited to, safety related exposure monitoring including use of air monitoring instruments, air sampling methods and interpretation of results (exposure assessment and reporting), PPE selection, application and limitations, development and implementation of respiratory protection programs;
• Certification as having completed training in First Aid and Cardiopulmonary Resuscitation (CPR) by a recognized organization such as the American Red Cross;
• A minimum of one (1) year experience associated with Emergency Response coordination.
• Training or experience related to confined space entry, scaffolding, excavation, and/or construction safety.
• Training or experience in hoisting & rigging.
• Basic understanding of industrial hygiene sampling, including familiarity with one or more NIOSH/EPA/OSHA sampling methods and chain-of-custody requirements.

KNOWLEDGE AND EXPERIENCE:
• Five years’ experience in applied occupational health and safety.  Broad knowledge of applicable government health and safety regulations and standards. Experience with implementation and embedding of USACE EM-385-1-1 and OHSA (or equivalent) compliant Safety Management System in a remediation/construction environment. 
Experience working with beryllium, hazardous and/or radioactive materials preferred.

• Strong technical writing skills which are customary to remediation projects, safety, industrial hygiene, incident/accident reporting, assessments and        position papers.

• Skill Sets: Ability to work with mathematical concepts such as probability and statistical inference. Ability to apply concepts such as fractions,                percentages, ratios, and proportions to practical situations.
• Reasoning ability: Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of t           technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

PHYSICAL DEMANDS:
• Ability to sit and/or stand for extended periods of time.
• Ability to walk, reach with hands and arms, talk, and hear.
• Ability to perform repetitive movements of the fingers, hands, wrists and arms.
• Ability to frequently lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds.

SPECIAL REQUIREMENTS:
• Flexibility in working different work schedules. Ability to travel, some on short notice.

CERTIFICATIONS (Desired):
• Certifications such as CSP, ASP, OHST, and CHST considered a strong asset.

OTHER DUTIES AND RESPONSIBILITIES:
• Will be required to perform additional duties as requested, directed, or assigned.

WORKING CONDITIONS:
• Some travel will be required.
• Employee will support work inside and outside and need to be able to withstand harsh weather conditions with prolonged walking, standing and             performing work in a field environment. 
• Shall successfully pass the BeLPT exam. 
• Must be able to wear a respirator and all levels of PPE in the performance of the work.
