Job Description
North Wind Group, a CIRI company, is seeking a full-time Proposal Manager to work from either Knoxville TN, Salt Lake City UT, or Denver CO. The Proposal Manager will be responsible and accountable for leading/managing proposal development and production efforts from cradle to grave. This includes developing proposal outlines, compliance matrixes, and schedules; facilitating pre-proposal strategy, kickoff, review, and other meetings; coordinating development of cost proposals and ensuring cross-references to technical proposal content; communicating with subcontractors and consultants to ensure the provision of their proposal information on schedule and as directed; conducting interim and final proposal reviews for quality and compliance; and leading response efforts for technical and cost clarifications and Best and Final Offers (BAFOs). Responsible for assembling required resources/skills to develop proposal content and manages the preparation of bids, proposal content, and conformance to response requirements.

Bachelor’s degree in English, marketing, business, communications, or related field and five to ten years of experience with proposal development, management and writing, or project management experience in large-scale environmental, architect-engineering, or construction industry; or any combination of education, training and experience that provides the required skills, knowledge and abilities. Must have previous experience working on large, complex proposals for a professional services firm.

• Facilitates the development of capture plans inclusive of competitive assessments, customer contact plans, SWOT and gap analyses, proposal and performance risk assessments, Price-to-Win and discriminators, win themes and strategies.
• Establishes proposal preparation/production schedules and develops resource plans to ensure a timely response.
• Provides direction to team members ensuring understanding of market position, competition, current capabilities, culture, and client drivers to effectively create proposal content and promote win themes and differentiators. 
• Controls B&P costs of each proposal effort by managing the schedule, team member expectations, use of online database system, and project deliverables. 
• Directs the proposal team, in collaboration with the Capture Manager, in responding to customer RFI/RFP/TO, questionnaires, Oral Presentations, developing unsolicited proposals, and creating other Business Development-related documentation.
• Manages development of all proposal deliverables to established processes and procedures, including Technical, Management, Past Performance and Cost volumes.
• Provides proposal development process training to proposal teams as required on strategic, competitive, and sole source opportunities.
• Plans, prepares and leads the proposal and writing kickoff meetings and supports the cost proposal kickoff meeting.
• Creates the proposal plan/schedule to which the proposal is managed in full consideration of the capture plan, win strategy and bid approval requirements.
• Analyzes/parses solicitation requirements, develops proposal outlines and Content Compliance Matrices and maps win themes, discriminators and strategies into appropriate proposal sections, ensuring compelling communication of value propositions.
• Reviews all outlines, storyboards, text, graphics and proposal volume mock-ups for clarity, conformance, consistency, and completeness.
• Leads Pink Team and Red Team proposal reviews.
• Leads and manages a proposal team that provides expert-level writing and editing skills for Task Order Responses, proposals, RFI responses, presentations, formatting resumes, white papers, and other products in support of North Wind's business opportunities.
• Ability to implement cradle-to-grave, solutions oriented, results driven, repeatable proposal process that can consistently deliver winning proposals under tight deadlines.
• Ability to plan, motivate and direct others in the achievement of proposal schedule milestones.
• Excellent ability to make decisions, solve diverse problems, exercise good judgment and work effectively under pressure.
• Superior written communication skills, including thorough knowledge of proper grammar, advanced vocabulary, spelling, editing and proofreading skills, with an emphasis on the presentation of complex technical material in a meaningful manner to the layperson.
• Proficiency in the use of computers, including associated software, particularly Microsoft Office products (i.e., Word, Excel, Access, etc.)
• Well-organized and self-directed; ability to manage multiple projects and priorities.
• Ability to work effectively with a wide variety of professionals.
• Team player as well as ability to work independently.
• Significant knowledge of federal, state, and commercial proposal submission processes.
• Ability to develop, nurture, and build internal and external relationships for proposal submission.
