Job Description

North Wind Group is currently seeking a Senior Contracts Administrator or Contracts Manager to be our contracting lead for our company’s southeastern operations with principal offices located in Knoxville,TN, Greenville, SC or Huntsville, AL. This regional contracts position is the single contracting point of contact designated for the specified geographical region. The Regional Lead is responsible for overseeing and managing all the government and commercial contracts from proposal phase through the closeout process within the designated region. The Regional Lead will work with and may supervise other company contracting and procurement team members in execution, administration and management of the regional contracts portfolio.

The Regional Lead reports to the Director of Contracts and Procurement and works directly with the Regional Manager and other senior members of the regional team in support of proposal development for risk management, assumptions, exceptions and exclusions; negotiations, contract and subcontract award, administration, and management; contract compliance; change management; revenue recognition and accounting.  

The Regional Lead will be responsible for ensuring execution of contracts and subcontracts in accordance with Company policies, legal requirements, the Federal Acquisition Regulations, and other Government and Customer provisions. Responsibilities include, but are not limited to, supporting all aspects of the contracting process including customer interface,proposal preparation, fact finding, negotiation, contract and subcontract administration and contract closeout. Develop and respond to various types of solicitations (RFPs, RFQs, BAAs and other requests for offers). Preparing consulting agreements, purchase orders, subcontract agreements, terms and conditions, preparation and negotiation of modification and ensure contract compliance. Interfacing with various governmental agencies on related issues and providing guidance, advice and action on such matters to program management.


Basic Qualifications:

BS Degree in Business or related field with progressive experience in government defense and commercial contracts environment, including international contracts negotiation experience.

Candidate must have strong background with various forms of government contracts including, but not limited to, cost plus fixed fee (CPFF), firm fixed price (FFP), time and materials (T&M), indefinite delivery indefinite quantity (ID/IQ), multiple award contracts (MACs) and contracts awarded under the GSA schedules

Proven negotiating skills and the ability to exercise sound business judgment and discretion is critical   

10+ years of experience with proven management and supervisory experience for the Senior Contracts Administrator Position or 15+ years of experience for the Contracts Manager Position

Comfortable working in a fast-paced environment

Thorough understanding of FAR and Prime Contractor flow down provisions

Must have strong written and verbal communication skills

Possess strong organizational skills and ability to multitask while delivering timely, high quality products

Must have ability towork without day to day supervision, work well with others, and interact professionally

Working Knowledge of Microsoft Office programs

Occasional travel may berequired

Preferred Qualifications:

Good understanding ofproposal cost structures, material estimates, development costs, performance requirements, and delivery schedules requirements ideally within the construction, engineering or design industries

Ability to liaison with various teams to capture, identify risks and facilitate all contract needs through managing the process from identified need, identification of potential resources and suppliers, solicitation, evaluation, negotiation, drafting,execution, management, compliance and reporting

Familiar with project management and accounting principles

Professional certification (e.g., CPCM, CFCM, or CCCM)
