Job Description
North Wind Group is currently looking for a Health and Safety Representative in the North East Region (Morgantown, WV). 

POSITION SUMMARY: 
Maintains and promotes a safe and healthy environment by identifying and anticipating concerns and hazards. Develops and enforces policies and procedures that comply with OSHA and executes North Wind’s health and safety programs. Functions as the safety specialist by developing and carrying out procedures that comply with OSHA regulations and effectively control accident and health exposures and insures adherence to environmental regulations. Devises, supervises, and coordinates training programs or media which increase proficiency in safe practices and promote safety awareness. Assists in examining new job safety analyses, safety plans and specifications for new work processes or equipment to determine that all safety precautions have been included. Investigate incidents and accidents to insure corrective action is taken to eliminate the root cause of the safety hazard.
 
ESSENTIAL DUTIES AND RESPONSIBILITIES:
 • Implements and enforces client, project safety and health plans and the North Wind Corporate Health and Safety Program; conducts and / or participates in required trainings, safety meetings and routine inspections
 • Works with the North Wind Project Management and Regional Safety Manager to standardize safety practices
 • Communicates and supports a proactive Safety Culture
 • Schedules and supports training, as required by Project Management and Regional Safety Manager
 • Monitors safety and health regulations and provides technical support to managers and personnel to ensure compliance with OSHA, USACE, federal and other applicable safety and health regulations
 • In conjunction with the North Wind Project Management and the Regional Safety Manager, investigates near misses, accidents / incidents, identifies root causes, reports on the causes and solutions to ensure countermeasures are implemented in a timely manner
 • Participates and facilitates safety lessons learned
 • Performs routine safety assessments and inspections
 • Ensures pre-work equipment, tooling and PPE inspection has been performed and documented
 • Is familiar with Hazard Analysis (AHA, THA, etc.) development and implementation for work tasks performed on the project
 • With the help of Project Management, ensures subcontractor personnel attend daily safety meetings, necessary preparatory meetings, making sure they are aware of client and North Wind project safety requirements
 • Conducts project specific safety orientations for visitors, new hires and subcontractors
 • Performs other duties as are appropriate and as assigned by site and regional management
 • Familiar with full or partial structure demolition, including lead and asbestos abatement, silica in construction, excavation and crane safety standards

Qualifications
MINIMUM QUALIFICATIONS:
 • The SSHO will have a minimum of seven (7) years experience in the implementation of OSH/IH programs with at least five (5) years of experience on Corp of Engineer Projects and/ or other Federal or State Projects.
 • Completion of 30-hour OSHA construction safety class or equivalent within the last five (5) years and an average of at least 24 hours of formal safety training, at a level that is appropriate for Safety/IH certification maintenance, each year for the past five (5) years;
 • Specialized training to include, but not limited to, safety related exposure monitoring including use of air monitoring instruments, air sampling methods and interpretation of results (exposure assessment and reporting), PPE selection, application and limitations, development and implementation of respiratory protection programs;
 • Certification as having completed training in First Aid and Cardiopulmonary Resuscitation (CPR) by a recognized organization such as the American Red Cross;
 • Training or experience related to confined space entry, scaffolding, excavation, and/or construction safety.
 • Training or experience in hoisting & rigging
 • Training or experience as a Quality Control Manager (CQM)
 • Basic understanding of industrial hygiene sampling, including familiarity with one or more NIOSH/EPA/OSHA sampling methods and chain-of-custody requirements.

KNOWLEDGE AND EXPERIENCE:
Five years’ experience in applied occupational health and safety. Broad knowledge of applicable government health and safety regulations and standards. Experience with implementation and embedding of USACE EM-385-1-1 and OSHA (or equivalent) compliant Safety Management System in a remediation/construction environment.

 • Ability to take initiative, to maintain confidentiality, to meet deadlines, and to work in a team environment essential.
 • PC-based computing experience (MS Word, Excel, PowerPoint) essential.
 • Ability to work under tight deadlines and handle multiple/detail-oriented tasks.

MENTAL & COGNITIVE DEMANDS:
 • Communication: Ability to read, analyze and interpret general business periodicals, professional journals, technical procedures and government regulations. Ability to write reports, business correspondence and procedure manuals. Ability to effectively present information and respond to questions from managers, clients and customers.
 • Skill Sets: Ability to work with mathematical concepts such as probability and statistical inference. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
 • Reasoning ability: Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

 PHYSICAL DEMANDS:
 • Ability to sit and/or stand for extended periods of time.
 • Ability to walk, reach with hands and arms, talk, and hear.
 • Ability to perform repetitive movements of the fingers, hands, wrists and arms.
 • Ability to frequently lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds.

 SPECIAL REQUIREMENTS:
 • Flexibility in working different work schedules. Ability to travel and with short notice.

 CERTIFICATIONS (Desired):
 • OSHA certified with certifications such as CSP, ASP, OHST, and CHST considered a strong asset.
 • USACE CQM OTHER DUTIES AND RESPONSIBILITIES:
 • Will be required to perform other duties as requested, directed, or assigned.

 WORKING CONDITIONS:
 • Travel will be required
 • While performing the duties of this job, the employee is exposed to normal office conditions as well as potentially hazardous conditions while on project sites.
 (Minimum two years of experience in construction safety for government projects.)
