Job Description
North Wind Construction Services is currently looking for a Facility Superintendent for Morgantown West Virginia to provide technical and administrative supervision to union and non-union employees, subordinate superintendents and others as directed. Perform general functions inherent in a supervisory position, schedule work to be performed, monitor progress and activities of subcontractors to ensure compliance with specifications and schedules. Responsible for the implementation of safety and security policies, procedures and instructions for field/project operations including all state and federal codes, requirements, and standards are complied with. Oversee general facility operations, including construction and renovation activities for the facility.

 
The Facility Superintendent:
• Represents North Wind Management chain of command in the execution of daily activities
• Ensures operations are conducted compliantly with the Safety Basis
• Ensures daily activities are conducted in accordance with the principles of Conduct of Operations
• Maintains control and authorization of facility Operations through approval of pre-authorized work, Plan of the Week and Plan of the Day 
• Authorizes, or obtains higher authority for Startup/Restart of non-routine activities, as appropriate; provides input for startup notification reporting
• Oversees Control Area; communications and shift turnover
• Ensures operations activities comply with environmental, SH&Q requirements
• Oversees shift routine, operating practices, tours, and inspections
• Conducts investigations of Abnormal Events, Causal Analysis, and Corrective Actions; assists in making notifications and occurrence reporting.
• Maintains log-keeping (facility infrastructure status) 
• Submits and monitors Maintenance Work Requests
• Maintains control of Equipment and System status
• Maintains Technical Safety Requirements
• Approves Timely Orders to Operators
• Ensures effective configuration management Systems, Structures, and Components at the site.
• Conducts Readiness Reviews and Implementation Verification Reviews; external audits, reviews, and investigations 
• Schedules, authorizes, monitors, reviews, and approves surveillances
• Oversees equipment piping and labeling, and Lockout/Tag Out functions 
• Manages permits
• Recommends modifications to plant operations as conditions change 
• Conducts Management Self-Assessments
• Applies company employee relations policies in all dealings with employees 
• Maintains good housekeeping in the department Supervisory
Responsibilities:
• Effectively communicates daily objectives and oversees training and development (Operator training and qualification; on-shift training; required reading; Timely Orders to Operators; Operator Aids).
• Coach and develop personnel in performing operations according to sound operating principles, company policies and procedures. 
• Provide Corrective Action, as necessary, in partnership with Human Resources.
• Hold Facility Management personnel accountable for on shift behavior and work performance.
• Immediately notify the Regional Manager in the event of conditions which substantially impact process operations or threaten mission objectives.
• Ensure all essential functions of assigned Facility Management personnel are performed in a safety-conscious work environment. 
• Provide coaching and direction in order to promote Human Performance Improvement (HPI).

 
Greater than 50% travel required.

Ability to obtain and maintain a secret or top secret clearance.
 
Qualifications
Education:
Bachelor’s degree in engineering or related field, or commensurate experience.
 
Experience:
5 to 10 years related facility management and maintenance experience; previous management experience a plus.

Preferred:
Previous on-the-job experience as a Facility Manager or Shift Superintendent.

Computer Skills: 
Microsoft Office, Internet navigation

• Know and demonstrate knowledge of Conduct of Operations requirements
• Familiarity with Environmental regulations and requirements
• Knowledge of Facility Operations and Maintenance in a Federal Facility environment 
• Experience with supervision of both management personnel and hourly craft workers
• Display strong leadership capabilities and a commitment to safety and quality

Physical Demands While performing the duties of this job, the employee is frequently required to wear personal protective and safety equipment when in radioactive waste management areas. This equipment includes but is not limited to a, safety shoes, glasses, gloves, hearing protection, and hard hats. . The employee is occasionally required to climb stairs, and stand for extended periods of time. The employee must occasionally lift and/or move up to 50 pounds. Work Environment While performing the duties of this job, the employee is frequently exposed to moving mechanical parts. The employee is occasionally exposed to outside weather conditions. The noise level in the work environment is usually moderate.
