Job Description
General Function
Provides project management professional services for remote smaller projects, providing leadership and is responsible for project direction through successful performance of a variety of detailed, diverse elements of project management tasks. Directs task to completion, ensuring task are completed on time and within budget. Schedules and assigns duties to subordinates and ensures assignments are completed as directed. Incumbent interfaces with Government representatives and reports to the Program Manager on project progress/status and various issues or problems. Duties include, program/contract management; technical guidance and oversight; supervision of design, development, and implementation of complex computer systems; business area analysis; project planning; coordination of resources (including subcontractor management); project status reporting; and performance measurement and reporting. 

Essential Duties and Responsibilities
Reviews project proposal/plan with Superintendent to determine time frame, funding limitations, staffing requirements, self-performance or subcontract
Organizes and oversees jobsite administration and field supervision
Assists in the procurement of subcontractors and suppliers
Monitors the progress schedule and its periodic revisions ensuring project stays on track
Ensures site safety is at the forefront of each project
Works with the Superintendent to identify and resolve any project related issues/changes
Develops long term schedule, goals and projections for projects
Establishes and maintains relationships with the owner, design professionals, building officials, local businesses, and emergency support
Prepares project budgets and cost codes
Prepares project reports, financial updates, and scorecards for management, client, and others
Prepares and submits Design Clarification / Verification Requests (DCVR) and change orders
Develops project schedule with the Superintendent
Performs and/or manages project scheduling, scoping, clarifying, and pricing effort for assigned preconstruction projects
Work with and/or act as electrical estimating lead in preparation of bid proposals and work closely with the project development organization to develop estimates for firm fixed price, cost reimbursable, and IDIQ projects

Qualifications
Qualifications
Education: Bachelor’s Degree in Electrical Engineering or Construction Management. (Preferred)
Experience: Possess at least three (3) years of relevant experience or a combination of education and directly related experience equal to seven (7) years. Relevant experience includes, but not limited to, experience as Assistant Project Manager, Project Engineer or Specialist, or a project role of significant capacity such as Project Controls Lead, Contracts Lead, etc. Demonstration of successful performance as an assistant Project Manager or senior project engineer on small to medium sized projects may also qualify.  Experience in construction estimating with a general contractor and/or electrical contractor.
Background Requirements: Applicants selected may be subject to a Federal background investigation and might be required to meet the eligibility requirements for access to classified information or matter.  Applicants are required to have REAL ID Act compliant documentation at time of hire.

Knowledge, Skill, and Abilities
Project Manager Professional (PMP) certification (preferred)
OSHA 30 hour
Experience in the C4ISR engineering and/or computer industry.
Demonstration of successful performance as an assistant Project Manager or senior project engineer on small to medium sized projects
Gathers all information necessary to create, monitor, and modify the progress schedule on a continuing basis
Participates in scope reviews of the various bid packages to properly coordinate and ensure that nothing is either left out or bought twice
Thorough familiarity with the general contract requirements, with the ability to identify changes, conflicts, etc
Works with the Superintendent to develop and administer the site utilization program, site services, security arrangements, and other facilities and arrangements necessary for appropriate service to the construction effort
Identifies field-construction and work-sequence considerations when finalizing bid package purchases
Enforces all regulatory, base and company specific safety rules
Performs job site inspections for both quality and safety
Significant experience with earned value reporting and baseline management
Demonstrated ability to work accurately, follow procedures and schedules, and prioritize multiple tasks
Extensive knowledge of electrical systems and components
High degree of sensitivity and ability to maintain confidential client and employee information
Proficiency with all MS Office products (Word, Excel, Access, PowerPoint, Projects, Sharepoint) 
Be proficient and able to implement computer software programs used for pre-construction, Timberline, eGordian, 4Clicks, and other estimating/pricing software
Ability to work in a team environment and fit in with company culture and processes 
Effective professional oral and written communication skills
Must possess a strong work ethic and values that are above-reproach 
Strong organizational, interpersonal skills
