Job Responsibilities
North Wind Site Services, a CIRI company, is currently seeking a Financial Department Manager to projects in the Boston, MA area.

POSITION SUMMARY: 
Provides direct oversight to business operations including but not limited to human resources, contract administration, payroll, purchasing, fixed assets, budget development, financial reporting including monitoring expenditure activity, physical security, information resources, records management and facilities.  Maintains fiscal control by monitoring budgets and financial activity.

ESSENTIAL JOB FUNCTIONS AND DUTIES:
Oversee contract administration and negotiations at both the prime and subcontract levels.
Plan, administer and control budgets for contracts, equipment and supplies; review operational reports.
Oversee facilities planning, maintenance and custodial operations internal or external service contracts.
Analyzes expenditures and other financial data; prepares monthly operations reports, financial statements, schedules, and statistical data.
Oversees requisitions of supplies, materials and equipment; conducts inventories and maintains records of Government property; supervises supply activities; schedules repair, maintenance or alteration of buildings and equipment.
Provides financial reports, projections, and recommendations for the Program Manager, Performance and Integration Manager, President, CCO and CFO as needed.
Reviews and approves all requests for capital equipment, furniture, renovations and repairs.
Administer, monitor and analyze a complex operating budget through coordination with the Program Manager, Performance and Integration Manager and the technical support management teams.
Play a central role in partnering with the Leadership Team in strategic decision-making and operations of the contract.
Perform all duties incident to the job to ensure sound fiscal management, contract oversight, and organizational health.
Administer and review all financial plans and budgets; monitor progress and changes and keep Leadership Team abreast of the project’s financial status.
Analyze and present financial reports in an accurate and timely manner; clearly communicate monthly and annual financial statements; prepare financial reporting materials and oversee all accounting.
Implement a robust contracts management and financial management/reporting system; ensure that the contract billing and collection schedule is accurate and adhered to. Assure that financial data and cash flow are steady and support operational requirements.
Oversee human resources and administration, enhancing professional development, compensation and benefits, performance evaluation, training and recruiting.
Ensure IT infrastructure is functional and work with the Information Technology Manager on needed repairs, systems, and upgrades and ensuring that program needs are met.
Monitor the activities of subcontractors to ensure compliance with specifications and schedules.
Monitor labor relations within the assigned area.
 
Qualifications

Minimum Qualifications:

 

EDUCATION/TRAINING:

Bachelor’s Degree and experience in the application of concepts, practices and methods from business administration, human resources (HR), or financial management.  Ten or more years of progressively more responsible experience in Finance or Business Management.

 

KNOWLEDGE AND EXPERIENCE:

  • Must have working knowledge of Deltek Cost Point financial management system.
  • Must have a solid knowledge of Federal Contracting regulations and guidelines 
  • Must have analytical skills and experience in budgets and finance.
  • Must have demonstrated track record in protecting sensitive HR and finance information.
  • Must thrive in a team-oriented environment, with proven ability to work with multiple organizations using strong written, presentation, strategic thinking, analytical, and relationship skills.
  • Must have strong Microsoft Excel skills with the ability to develop adhoc reports using formulas and look-up tables.
  • Must have demonstrated skills with Microsoft Word and Powerpoint.
  • Must have proven ability to effectively manage multiple projects/tasks amid changing priorities in a highly dynamic environment.
  • Must possess strong communication skills with excellent verbal and written skills.
  • Must have good understanding of a project infrastructure and demonstrated effectiveness in working with service and support organizations such as human resources, accounting, security, facilities, procurement, information technology, and records.
  • A demonstrated advanced knowledge of applicable regulations and pertinent industry standards. Experience working on secure government sites highly preferred.
  • DOE “L” or “Q” security clearance or the ability to obtain the same, as required.
  • Knowledge/experience in the scope of work inherent in operations and maintenance projects.

  • Strong business acumen, judgment and maturity with the ability to differentiate between strategic and non-strategic opportunities.
  • Ability to manage a diverse workforce including union personnel. 
  • Thorough understanding of project controls to include estimating, scheduling and planning.  Knowledge of profit & loss (P&L) statements.

 

SPECIAL REQUIREMENTS:            

Ability to work overtime and travel as needed.

MENTAL & COGNITIVE DEMANDS:

Communication – ability to read and interpret documents such as safety rules, operating and maintenance instructions and procedure manuals.  Ability to write routine reports, operating instructions and correspondence.  Ability to communicate clearly and succinctly on a basic and technical level.

Skills – ability to work with mathematical concepts.  Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical solutions.

Reasoning – ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.  Ability to interpret a variety of instructions furnished in written, oral, diagram or schedule form.

 PHYSICAL DEMANDS:

  • Ability to sit and/or stand for extended periods of time.
  • Ability to walk, reach with hands and arms, talk, and hear.
  • Ability to perform repetitive movements of the fingers, hands, wrists and arms.
  • Ability to frequently lift and/or move up to 20 pounds and occasionally lift and/or move up to 30 pounds.
  • Ability to participate in physically demanding work while wearing personnel protective equipment including respiratory protection.  Medically qualified to wear a respirator.

 

WORKING CONDITIONS:

While performing the duties of this job, the employee is exposed to normal office conditions as well as potentially hazardous conditions while on project sites.  The noise level in the work environment is usually moderate.
