Job Description

General Function
The Site Superintendent/Site Safety Health Officer (SS/SSHO) is responsible for ensuring project personnel are sufficiently trained and qualified to execute assigned tasks and for assessing and reporting progress to the Project Manager.  Responsible for the supervision of all field activities, in-house and subcontract laborers, and coordinating site logistics.  Routinely assess work activities to ensure tasks are performed in accordance with the requirements detailed in the specification and Accident Prevention Plan (APP).  Ensure equipment is inspected, meets APP safety requirements and is adequate to meet the intended function for the project.  The SS/SSHO will perform the following:  authority to stop work for conditions adverse to quality or safety; Provide day-to-day technical execution of on-site project activities; direct project field activities to safely execute work in accordance with the APP, work scope, and schedule; provide supervision of project personnel and subcontractors; ensure equipment and other project resources are in working order and comply with the APP; work closely with CQCM to ensure quality tests are completed as required; implementation of the APP.

Essential Duties and Responsibilities
Generates, secures, or otherwise confirms all information needed to create, monitor, and modify the progress schedule on a continuing basis
Implements the company’s health and safety program; conducts and/or participates in associated training, safety meetings and inspections
Implements site safety and emergency plans
Gives input regarding project estimates for future work
Develops the progress schedule with the Project Manager or Operations Manager
Participates in scope reviews of the various bid packages to properly coordinate their respective interfaces and ensure nothing has been missed  
Works with the Project Manager to develop and administer the site utilization program, site services, security arrangements, and other facilities and arrangements necessary for appropriate service to the construction effort
Monitors actual versus required performance by all parties
Complete oversight of all subcontractors ensuring workforce size, hours worked, etc. is sufficient to support contract requirements
Establishes a punch list and close-out procedures list
Ensures all subcontracts, material purchases, submittals, deliveries, clarifications, and changes are processed on time and comply with contract requirements
Prepares daily reports, job diaries, narratives, and all other documentation as determined by the company and by the project needs
Enforces all regulatory, base and company specific safety rules
Performs job site inspections for both quality and safety.  Communicates and supports a proactive culture of Safety
Implements site safety and emergency plans
Performs other duties as are appropriate and as assigned

Knowledge, Skill, and Abilities
Working knowledge of EM 385-1-1, 30 Nov 2014
OSHA 10 hour
OSHA 30 hour 501 preferred
Current USACE Contactor Quality Management for Construction Training
HAZWOPER – Hazardous Waste Operations and Emergency Response certification 
CPR – First Aid certification
Gathers all information necessary to create, monitor, and modify the progress schedule on a continuing basis
Identifies field-construction and work-sequence considerations when finalizing bid package purchases
Enforces all regulatory, base and company specific safety rules
Significant experience with earned value reporting and baseline management
Demonstrated ability to work accurately, follow procedures and schedules, and prioritize multiple tasks
Proficiency with all MS Office products (Word, Excel, Project) 
Ability to work in a team environment and fit in with company culture and processes 
Effective professional oral and written communication skills
Must possess a strong work ethic and values that are above-reproach 
Strong organizational, interpersonal skills

Education: Bachelor’s Degree in Construction Management or related educational background is preferred.

Experience: Possess at least five (5) years’ experience in the role of a superintendent and a site safety health officer on government projects ranging $5-$9 million.  USACE project experience preferred.

In addition, applicant must demonstrate a minimum of five (5) years of continuous safety training over the past 5 years and must also have maintained competency through having taken 8 hours of documented formal, on-line or self-study and health related coursework every year.        

A combination of experience and education that demonstrates the required skills, knowledge, and abilities will be considered.  
Background Requirements:  Applicants are required to have REAL ID ACT compliant documentation at time of hire and be able to pass Government background checks and JPAS checks.
