Position Summary

North Wind Site Services is currently seeking a MILCON Programmer/Project Manager to provide direct support to the Air Force at Joint Base Elmendorf-Richardson (JBER) in Anchorage, AK.   

Responsibilities

  • Provides complete facility planning and programming for assigned projects by establishing facility and infrastructure requirements critical for mission accomplishment; proposing the most effective and economical means of satisfying those requirements; identifying the year in which they will be    required; and acquiring both the authority and resources necessary to meet facility requirements identified by the planning process
  • Very familiar with the AF/DoD MILCON Programming requirements and procedures. Projects are    typically associated with a wide variety of architectural and engineering facets which interface with other technical specializations and are typically characterized by a combination of complex features involving serious conflicts between engineering and management requirements. Facilities involved are used to carry out a variety of operations and/or used by a number of different activities including operations and maintenance (O&M), special interest programs, host-tenant, host-nation, real property maintenance by contract (RPMC), and/or military construction     (MCP/MILCON) programs/projects.
  • Evaluates, recommends for approval clients' requests/proposals for new construction, renovation, and improvements of real property facilities and infrastructure including utility systems.
  • Utilizes knowledge of professional engineering to evaluate existing assets and determine the most economical and effective means of satisfying facility needs. 
  • Conducts site/facility surveys to gather and assess preliminary information; applies and/or adapts standard professional engineering theories and practices to evaluate the engineering soundness of programs/projects; conducts studies and economic analyses to determine the feasibility of renovation or modification versus new construction; addresses environmental and legal (DoD,AF, and other legislative) compliance requirements; coordinates with planning/architectural professionals to ensure program/projects are compatible with existing land use and    architecture; reviews contracted and in-house designs to determine compatibility, maintainability, and functionality; secures appropriate and required local/host nation approvals/permits; determines through continuing analysis the most effective use of resources in estimating costs. Creates programming documents such as data forms, funding forms, formal presentation    drawings, and other supporting documents to submit requirements and justification to Congress and/or higher headquarters for approval of military construction projects funding. 
  • Provides construction management and/or operations and maintenance (O&M) support to meet time deadlines, costs limitations, and inspection requirements. 
  • Continuously tracks, justifies, and adjusts programming to account for unforeseen setbacks; resolves funding and/or scheduling conflicts. 
  • Works with organizational managers and budget personnel to obtain and verify information used to justify and gain Congressional funding approval for proposed facility programs/projects.
  • Determines the validity, feasibility, achievability, and efficiency of proposed projects based on constraints related to scheduling, cost, manpower, etc.  The engineer is expected to make (sell) presentations of program items to the installation facility board and higher reviewing activities
  • Develops programming documents for Air Staff approval and/or Congressional notification.  Uses effective communication skills and builds good working relationships.   • College degree in science, engineering or business
  • Five (5) plus years of experience in MILCON Programming
  • Department of Defense/Air Force experience is preferred. 
  • Driver’s license
  • Clean record to pass a background check to obtain any required security passes and clean driving record
