Job Description

General Function

Responsible for identifying suppliers of off-the-shelf goods and services, selecting appropriate goods and services and negotiating their purchase and delivery to provide the company with “best value” procurements. May administer subcontracts to ensure fulfillment of contractual obligations. Defines requirements, assists in generating proposals, monitors performance, negotiates terms and conditions and ensures compliance with contract requirements, applicable commercial or government regulations.

Essential Duties and Responsibilities

  • Selects appropriate goods or services for purchase in response to an applicable purchase requisition, and negotiates the purchase and delivery of such goods or services.
  • Maintains accurate and complete procurement and subcontract files of all goods and services purchased in accordance with company procurement policies and procedures.
  • Coordinates, develops and produces subcontract documentation such as subcontracts, agreements, modification task/delivery orders, solicitations, estimates, cost/price analyses, negotiation memorandums, justifications, determinations, special contract provisions, representations, certifications and correspondence.
  • Evaluates proposals and quotations, determines offer responsiveness, responsibility and eligibility for award and provides support for discussions and negotiations.
  • Responsible for monitoring and tracking supplier deliverables.
  • Reviews and processes purchase requisitions.
  • May have responsibility to ensure subcontract requirements are met, monitors cost status, assists in cost management and coordinates issue resolution with customers.
  • Negotiates terms and conditions with suppliers or subcontractors.
  • Ensures cost or price analyses are conducted and adequately documented to ensure fair and reasonable prices.
  • Closes out supplier or subcontracts.
  • May administer subcontracts of large scope and complexity.
  • Coordinates, develops and produces procurement documentation including acquisition plans, source selection plans and evaluation criteria, agreements, statements of work, data submittal requirements and proposal preparation instructions.
  • Other Duties as Assigned.

  • Strong written and verbal communication skills. Strong interpersonal and presentation skills.
  • Ability to work as a team member, and often stands out as leading efforts. Ability to work independently with little coaching.
  • Ability to adapt and work on varying assignments.
  • Working knowledge of contract law and contract terms and conditions.
  • Proficiency using Microsoft Office products, particularly Word and Excel.
  • Strong mathematical and analytical skills.
  • Strong negotiation and conflict resolution skills.

Qualifications

Education: Bachelor’s Degree in related field (preferred).

May qualify provided they have at least seven years of experience in construction quality control and are International Code Council (ICC) certified as a Commercial Building Inspector.

ExperienceFour (4) years of industry related experience and two (2) years of experience as a buyer.  Experience in purchasing or subcontract administration services.
