Job Responsibilities
North Wind Resource Consulting is seeking a Hazardous Waste Specialist to work at Fort Huachuca, AZ.

The Hazardous Waste Specialist will provide daily support to Fort Huachuca’s Hazardous Waste Program. 

Characterize waste streams and generate waste profiles.  Operate regulated waste and moderate-risk waste accumulation site(s) in compliance with all applicable EPA and ADEQ regulations and procedures. 

Develop and maintain databases.  Manage regulatory documentation.  Provide recommendations and assist in implementing improvements to optimize regulated waste management. 

Support operations to manage excess and surplus materials and other materials which may be reused or recycled.  Provide subject matter expertise to determine applicability and implementation of new or emerging waste management regulatory changes. 

Plan and conduct sampling of spills, containers with unknown constituents, industrial process waste and medical instrument waste effluent.  Prepare, package and ship or deliver samples for laboratory analytical analyses.  Interpret laboratory results of samples and make point of disposal waste determinations based on laboratory data. 

Manage relational regulated waste management information data, including waste descriptions, waste generator identification and location, personnel and training data, spill incident and reporting, reimbursable billing report generation, and database data quality.  Provide customer service at accumulation sites, points and during other program activities. 

Interpret and advise information from Safety Data Sheets.  Make point of disposal waste determinations based on Safety Data Sheets to ensure proper management and disposal. 

Assist with preparation of Annual Hazardous Waste Report that is submitted to the EPA and documents the total amount of hazardous waste generated and disposed of by Fort Huachuca. 

Assist with preparation of the Solid Waste Annual Report that documents the total amount of solid waste that is recycled, reused and diverted by Fort Huachuca. 

Monthly collection and management of batteries and aerosol cans for recycling, including crushing of aerosol cans.  Provide monthly report from database of personnel installation-wide requiring environmental training.  Receive, process, store, inventory, and perform quality control inspections for a variety of waste and materiel in storage. 

Conduct daily, weekly, and monthly inspections and surveys of the warehouse.  Check accumulation start and storage unit turn-in dates and compliance with regulations.  Prepare letters to provide manifests to ADEQ, including tracking of manifests and contacting transporters to ensure manifests are received and provided to ADEQ by due date.  Maintain files for Army, EPAS, ADEQ and other inspections.

Waste will not be disposed of by the person filling this position.  Waste will be prepared for disposal by the person filling this position.
High School Diploma
?Two to three years of experience in hazardous waste processing: generating waste profiles, handling, storage, characterization, reduction, sampling, etc. 
Must have experience manipulating databases and spreadsheets.

- Titles 40 and 49 of EPA
- Arizona Administrative Code Title 18
- Safety Data Sheets
- Manifests
- Defense Logistics Agency (if have military experience)

A minimum of a bachelor’s degree in environmental sciences or physical science.
Previous work with military, especially hazardous waste work.
Previous hazardous waste work in Arizona.
Experience with manifests.

RCRA certification (40 CFR 264.16, 40 CFR 265.16)
DOT Hazardous Materials Shipper certification (49 CFR 173)
Hazardous Waste Worker certification (29 CFR 1910.120)
