Health & Safety Technician

Job Responsibilities

The Health and Safety (H&S) Technician for the Luckey Formerly Utilized Sites Remedial Action Program (FUSRAP) Remediation Project is responsible for ensuring that all elements of the approved project H&S work plans are implemented and enforced on site, under the direction of the Luckey Site Safety and Health Officer. Duties shall include, but are not limited to:

  • Assisting with evaluations and recommendations regarding safe work practices and the day-to-day monitoring requirements specified in project work control documents.

  • Conducting daily safety and health inspections and maintaining a written log.

  • Conducting incident investigations and completing required reports.

  • Implementing and assisting personnel in complying with safety and health plans and procedures.

  • Performing environmental and physiological monitoring for heat and cold stress.

  • Performing safety and occupational health management, surveillance, inspections, and safety compliance assurance for the project.

  • Performing sampling and monitoring activities in working areas for noise, respiratory, and other hazards, using calibrated industrial hygiene sampling equipment and real-time monitoring instruments.

  • 3 - 5 years of health & safety experience, with increasing job responsibilities

  • Excellent written and verbal communication skills.

  • Ability to coordinate multiple activities and provide H&S oversight for multiple contractors and crafts.

  • Experience working on radiological, beryllium, and/or hazardous waste sites.

  • Experience on a U.S. Army Corps of Engineer (USACE) site preferred.

  • Working knowledge of applicable federal and state safety and health regulations, including USACE EM 385-1-1, Safety and Health Requirements Manual.

  • Experience with or working knowledge of the following safety subjects is a plus:

  • Excavations and Trenching

  • Respiratory Protection

  • Hazard Communication

  • Electrical Safety

  • Fire Protection and Prevention

  • Fall Protection

  • Welding, Cutting, Brazing, and Grinding (Hot Work/Spark and Flame)

  • Personal Protective Equipment

  • Hearing Conservation

  • Permit Required Confined Spaces

  • Lockout/Tagout

  • Cranes and Material Handling Equipment

  • Professional certification(s) and/or licensure are desirable.

  • Ability to obtain Radiation Worker II qualifications, complete OSHA Hazardous Waste Operations and Emergency Response (HAZWOPER) worker qualifications, and pass a HAZWOPER/respirator user medical exam.

  • Ability to work in different types of personal protective equipment (half-face, full-face respirators, Tyvek, etc.) while performing various tasks/activities (e.g., climbing, walking, stopping, etc.) in different work environments (e.g., cold, heat, etc.).

  • Experience in work environments with exposure to all weather conditions and temperature extremes.

  • Proficient in use of Microsoft Office software (Microsoft Word, Excel).

  • Motivated and willing to work as part of a team and perform multiple job functions.

  • Ability to clearly communicate, both orally and in written form, and to maintain records related to the job.

  • Ability to read and comply with project direction contained in project-specific plans and procedures, and/or execute tasks after receiving verbal direction.

  • Must have a valid driver’s license.

  • May be required to pass a pre-employment background check.

  • Must be required to pass a pre-employment drug screen.

  • Must be required to undergo pre-employment beryllium blood testing (to be scheduled by Portage). Only people who are found to not be sensitized to beryllium will be allowed to work on the Luckey site.

  • Experience on remediation/construction type projects is highly desirable.

  • Experience in emergency management and/or emergency medical response is a plus.

  • Certification as having completed training in first aid and cardiopulmonary resuscitation (CPR) by a recognized organization such as the American Red Cross is a plus.

  • High School diploma or equivalent
