Job Responsibilities

North Wind Group,a CIRI company, is seeking to fill a full-time Project Controls position tosupport work in our Pacific Regional offices and Projects.  Position willbe based out of Anchorage, AK.

Position Summary:

The general scope of this position is to: 1) Assist ProjectManagers (PMs) and the project team in effectively and proactively managingprojects to ensure project success. 2) Develop, maintain, and execute complexproject performance baselines. 3) Perform a broad spectrum of cost estimatingfunctions that include developing proposal Work Breakdown Structures (WBS) andschedules. 4) Perform cost analysis on current costs, ETC and EACs; 5) Scheduledevelopment, maintenance, monitoring, impact identification, and recovery plandevelopment activities. 6) Prepare on-project estimates and cost forecasts. 7)Support project organizational and administrative activities. 8) Support theRegional Managers in all required job responsibilities.

EssentialDuties and Responsibilities:

•Build cost and schedule performance baselines, which includes well defined;scope, assumptions, deliverables, Work Breakdown Structure, and integratedcritical path schedule that is resource loaded.

•Establish Earned Value Management System (EVMS)performance standards, controls,and reporting based on the defined project planning strategy.

•Coordinate assigned projects and maintain cost and schedule data, projections,reports, and other activities during project performance.

•Interface with standard company business systems (Primavera P6 scheduling,Deltek Cost Point cost accounting system, Deltek Cobra, NWG Dashboard, etc.).

•Support PMs in managing procurement actions (accruals, invoicing, and costing).

•Formulate effective communications and reporting requirements (as defined bythe PM, Corporate policy, and customer requirements) that define the currentstatus of a project in relation to the project performance baseline, reasonsfor deviation, and assisting with implementing corrective action plans.

•Develop accurate Estimate at Completion for detailed project completion costsand performing monthly project fee analyses.

•Seek continuous improvement and enhancements of current project managementmethodologies.

•Develop RFPs for subcontractors and recruiting potential subcontractors forproject teaming.

•Develop proposal schedules as required working closely with the projectdevelopment organization and Cost Estimators for both fixed price and costreimbursable projects. In some cases, the schedule will be resource loaded forproposal submittal

•Gather details and compile data to estimate all production costs according tospecifications Ensure all working documents and data are maintained to back upestimate figures.

•Assist Contracting department during preparation of inquiries and finalevaluation of submitted bids as required.

•Help determine necessary resources for projects based on cost estimates andbudgetary constraints.

•Estimate and/or price extra work items, change orders, credit, etc.

• Periodic travel in the U.S. to projects and client sites to confirm project conditions..

Qualifications

Workas an integral part of a team to review business opportunities, conduct riskevaluations and bid/no-bid decisions. 

Knowledgeand Experience:

• 4 year educational degree

• At least 8 years ofdemonstrated project Controls/Cost Estimating experience

• Familiar with Project ControlsEVMS processes and project management software's such as Primavera P6, Cobra,and Deltek Cost Point

• Experienced in all facets ofCost Estimating, including developing detailed cost estimates and BOEs usingCode of Accounts to develop a cost history database that is company specificand performing cost modeling for large projects.

• Experience with heavy Civil,Commercial, DoD, USACE, Environmental Remediation and Demolition preferred.

• US citizenship required

• Strong oral and writtencommunication skills; ability to effectively present information and respondeffectively and sensitively to questions from client, managers, staff and thegeneral public.

•High degree of sensitivity regarding confidential client and employeeinformation.

• Ability to advocate and enforceCompany policies, procedures and employee programs.

• Ability to work independently,as well as part of a team, and make decisions, solve problems, exercise goodjudgment, work under pressure, work with minimal supervision and prioritizeworkload.

• Experience and skills withcomputer applications, including MS Office Suit.
