Job Description
Responsible for developing and implementing a team approach including architects, engineers, and construction managers to ensure a coordinated design. Develops processes to ensure North Wind’s capability to efficiently and profitably execute Design-Build (D/B) projects. The DBM will report to the NWI&T Engineering Manager and will manage D/B Projects.  Responsibilities include:

Develop process and design estimating methodology for winning and completing D/B projects.
Align design and design-build coordination resources to meet organizational goals for on-time completion, constructability, quality, and cost.
Resolve conflicts between construction and design teams.
Support life-cycle cost and feasibility assessments for D/B pursuits.
Collaborates with the Engineering Manager to allocate resources to define the D/B approach and develop proposal documents. 
Specific duties include:
o Assist in preparation of A/E, Consultants, Design-Assist and Design-Build trade partner RFP’s and scopes of work to eliminate gaps in
o Coordinate Design-Build and Design-Assist contract terms and conditions with internal and external teams.
o Works with internal pre-construction staff, cost estimating, and A/E team to identify appropriate level of design for pursuit pricing and to ensure
that design solutions are consistent with agreed upon win strategy.
o Familiarization with project scopes and budgets to ensure a coordinated approach to estimating and design/scope progression.
o Works closely with estimating to ensure all major elements. components, and value engineering opportunities are identified early in the D/B
Project Proposal and Estimate process.
o Manages Red and Green Team Review efforts for the design portion of the D/B proposals and estimates. Review member on corporate Green Team
price review panels.
o Develops engineering life-cycle cost and schedule for D/B proposals and projects.
Following contract award, Serves as Design Manager for all engineering activities related to Title I, II, and III efforts. Duties include:
o Works with the Engineering Manager to allocate resources to D/B projects.
o Identify decision-makers and critical decision points. Obtain client direction and provide internal direction as necessary to facilitate the project
o Assist in development of Value Analysis planning and execution of cost management approach with the owner and design team.
o Coordinate with owner stakeholders and vendors to ensure requirements are incorporated into design documents.
o Develop and implement project-specific Building Information Modeling (BIM) execution plans.
o Coordinate design document packaging strategies with the Project team.
o Manage the Design Review process with design team, construction project team, and client.
o Manage design document control using both 3D and 2D file management systems.
o Ensures applicable licensing, certifications, and code requirements are met through internal resources or consultants.
o Interface with Project teams to develop and monitor expectations for schedule and content of design document delivery.
o Oversee implementation of quality program and procedures, verifying critical quality elements are incorporated into the Design Documents.
o Assist in development of Target Value Design strategies and provide oversight of design team’s development of a design that meets the target
o Monitor design between monthly forecasting to report and determine corrective course(s) of action required to maintain or lower the overall
Serves as the Change Control Agent for engineering related activities and responsible for processing Field Change Notices and Design Changes
Notices as requested by the Client.
Leads design, constructability and Value Engineering reviews on D/B projects in coordination with Project Manager.
Serves as the Engineering Representative for progress and status meetings.
Bachelor’s degree in Construction Management, Engineering or Architecture required.
10+ years of experience managing and coordinating Design-Build projects.

Eligibility for DoE, DHS, and/or DoD security clearances.

Proven experience working in the design phase of a project.
Extensive knowledge of field engineering, construction and T&C activities.
Experience with using BIM/digital design tools to develop and communicate engineering requirements.
Field experience in design and construction
History of affiliations with professional organizations (i.e. AIA, CSI, ASHRAE, DBIA, SAME, etc.).
Demonstrated leadership in the use of technology in the development of design and product delivery to clients and end users. 
Strong computer skills, including proficiency in BIM and other design-phase applications (Revit, Navisworks, Bluebeam, Microsoft Projects
(PowerPoint, Excel, Word, Access, etc.)
Demonstrated expertise in federal design-build projects with a variety of clients (DoE, DoD, USACE, NAVFAC, DHS, DoI, DOJ, etc.).
Physical ability to access all points of a construction site in wide-ranging climates and environment.
