Job Description

North Wind is looking for a Waste Certification Official (WCO) to provide project and corporate level support at our Simi Valley, California project.

The WCO serves in a primary oversight role to ensure safe and compliant waste management and transportation scopes of work involving radioactive waste destined for NNSS under the North Wind Waste Certification Program (WCP).  


  • Interfaces with DOE Nevada Field Office (NNSS/NFO) to provide WCP related submittals and communications.


  • Supports project work planning and work control development involving radioactive waste by reviewing documents.
  • Reviews and approves purchase request documents related to WCP critical items (e.g., packaging, absorbents).
  • Works directly with Project Management, Functional Support Organizations, and Field Operations personnel to ensure safe, efficient, and compliant radioactive waste management and shipping operations.
  • Provides technical assistance and guidance to the Waste Management and Transportation technical staff while maintaining independence.
  • Reports metrics to the NNSS NFO related to waste shipping plans providing volumes and shipment numbers for radioactive waste streams.

  • Bachelor's Degree preferred in scientific or engineering related field. 
  • Military and commercial experience may be used as equivalent qualifications. 
  • Minimum of 5 years of experience with D&D and NNSS waste packaging and shipping.
  • Ability to establish effective working relationships with operational groups, customers, and regulators.
  • Experience as a radioactive material shipper.
  • Auditing and QA functions.
  • Understanding of various waste acceptance criteria for TSDFs.
  • Ability to foster a team-oriented environment.
  • Proficiency in the following MS applications: Word, Excel, Access and Outlook.
  • Working knowledge of DOE, EPA, and DOT regulations/standards related to hazardous material handling, waste management, and  transportation.
  • Good Attendance Record;
  • Good Communication skills, both written and verbal.
  • May require DOE Security Clearance.
  • Ability to meet various DOE site access requirements.
  • RCRA Hazardous Waste Regulations Training (i.e., McCoy’s or similar training)
  • Successful completion of a DOT Advanced Mixed Waste Shippers Course
  • Radworker II
  • Hazwoper - 40 hour
  • California Hazardous Waste Management Training

Desirable Skills:

  • Knowledge of Transportation and Radioactive Waste Management and Transportation related regulations, standards, orders, and requirements under DOE.
