Job Description
The Carlsbad Technical Assistance Contract (CTAC), operated by North Wind Portage, has an immediate opening for a Technical Training Specialist in Carlsbad, New Mexico. This position will function as the technical training administrator supporting the Department of Energy’s (DOE) Carlsbad Field Office (CBFO) in Carlsbad, New Mexico. 

Responsibilities for this position will include, but not be limited to; the development, implementation and maintenance of DOE training programs outlined in DOE Orders 426.1, 426.2 and the CBFO procedures in DOE/CBFO 02-3219, CBFO Technical Qualification Program Plan (TQPP) as well as other training necessary to maintain compliance with other DOE training and qualification requirements for category 2 nuclear facilities.

Training program support provided by this position will assist CBFO in ensuring the integration, effective implementation, facilitation, and administration of the CBFO Federal Employee Training Programs; serve as liaison between the CBFO and the DOE Office of Learning and Workforce Development (OLWD) and ensure coordination of the Annual Training Needs Assessment and Training Summary Report for inclusion in the CBFO Annual Training. This position will also be responsible for assisting the CBFO Federal Technical Capability Program Agent (FTCPA) in implementation of the TQP program, ensuring that the requirements of the program are met, preparing the CBFO Annual Workforce Analysis and Staffing Plans, developing FTCP Quarterly Reports, participating in monthly FTCP teleconferences, collaborating with the National Training Center (NTC) on conversion to the Electronic Technical Qualification Program (eTQP) and implementing and maintaining the eTQP database for CBFO TQP participant qualifications.
Qualifications
Qualified applicants should have a Bachelor’s degree in an applicable field of study with fifteen years of training experience at a nuclear facility OR a Master’s degree in an applicable field of study with ten years of experience of training at a nuclear facility, or a Ph.D in a related discipline with five years of directly related experience at a nuclear facility.  

Specific skills and job knowledge will include:
  • Working knowledge with the following: DOE Orders 426.1A and 426.2, ANSI/ANS 3.1-1993, ANSI/ANS 15.4-2007, 10 CFR 55, 10 CFR 830.122
  • Experience in nuclear training program implementation. 
  • Technical experience working at a nuclear and/or industrial facility that required technical qualifications to perform the work. 
  • Exceptional communication skills; both written and orally. 
  • Administrative skills (i.e., record keeping, accessing databases and web-based applications and inputting data). 
  • Job skill level equivalent to a project management specialist or equivalent. 
Security Access Requirements:

Must acquire an HSPD badge.

Special Skills Training or Certification Required:

The preferred candidate will have extensive knowledge of DOE training orders and experience in developing training materials and conducting training courses.  The candidate must have functional knowledge of access databases and word processing applications and other MS Office applications such as Excel and PowerPoint.  The qualified candidate must be self-motivated and capable of working under general direction.
