Job Description
The Corporate Waste Management and /Department of Transportation (DOT) Compliance Manager develops waste management strategies for projects and proposals and ensures the company is compliant with applicable DOT requirements.   The position encompasses both waste management and transportation compliance activities.  In the area of Waste Management, the position supports active and future projects, proposals, and ongoing operations to develop cost-effective and compliant Waste Management strategies, primarily for the management and disposal of hazardous, toxic and radioactive wastes (HTRW).  In the area of Transportation Compliance, the position serves as a liaison between the HR/Legal groups and business units for the administration of transportation-related compliance programs. This role is responsible for implementing DOT regulation changes and ensuring changes are correct and accurate for all groups. 


  1. Waste Management
  • Support active and future projects and proposals by developing comprehensive, cost-effective and compliant Waste Management strategies, primarily for the handling, transportation and disposal of HTRW
  • Support the development of Sampling and Analysis Plans, Waste Management Plans, and Transportation Plans
  • Assist in the accurate identification and classification of regulated materials
  • Assist in the determination of proper shipping names
  • Assist in the preparation of shipping documents
  • Assist in the identification and selection of packaging, handling and transportation strategies and vendors
  • Assist in the identification and selection of disposal sites and vendors
  • Manage frame-work agreements with transportation, logistics, packaging and disposal vendors, subcontractors and service- providers
  • Manage records related to waste management and transportation (Manifests, Profiles, Bills of Lading, Certificates of Disposal)
  • Assist in completion of any exception and discrepancy reports
  • Assist in the identification and compliance with marking, labeling, packaging and placarding requirements
  • Manage, mentor and coach Project Waste Management and Transportation staff (currently 8 personnel)
  • Assist in the development, management, and administration of a Corporate-wide Nevada Nuclear Security Site (NNSS) Waste Program
  • Coordinate with client and project representatives, disposal facilities, vendors and subcontractors, and transportation agencies as applicable;
  • Assist in the preparation and submission of any other documents required by federal, state, and local laws and regulations, by clients, or the disposal facility. 

    2. DOT Compliance

  • Lead and oversee all aspects of development, implementation, standardization and management of the company’s DOT Compliance Programs, CMV Files, DOT Driver Qualifications and DOT Drug/Alcohol Programs.
  • Complete risk assessments to ensure effective and sustainable implementation of regulatory and company requirements continue to be met.
  • Conduct compliance audits and implementation of corrective action.
  • Prepare and submit required Federal and State DOT Registrations, Licensing, Compliance Reports, etc.
  • Provide reporting and analysis to management on each operating companies’ compliance status.
  • Manage TIVA Cloud – DOT Compliance Database.
  • Cultivate relationships with DOT field personnel.
  • Work with Operations Personnel to implement and manage detailed, proactive systems to ensure compliance with Federal and State DOT regulations.
  • Coordinate with Human Resources Department, ES&H and Operations Personnel to implement standardized processed for Driver Background Checks, Pre-Employment Medical Screening &DOT Physicals and previous Employer Release of Information.
  • Provide required training to Drivers, Supervisors, and Managers
  • Provide oversight and assistance on waste packaging and compliance

 3. Regulations, Policies and Procedures

     Maintain current knowledge of DOT regulations and changes as they affect company operations. 
             Update policies/procedures to ensure compliance with DOT regulations

4. Drug/Alcohol Programs

            Manage the DOT Drug/Alcohol Programs by keeping testing pools current

            Review results of Drug/Alcohol screening, and storing results in secure location per regulation requirements

            Ensure annual Drug/Alcohol testing percentages are met.

  • High School Diploma or equivalent; Bachelor degree in a related field preferred
  • Seven or more years of experience in HTRW Waste Management (including federal, state, and local laws, regulations and guidance, investigations, studies, designs and remediation) and DOT compliance
  • Demonstrated capability to identify all required permits and develop appropriate permit applications for functional management review
  • Specialized training in PHMSA, FMCSA, RCRA, NESHAP, and TSCA regulations such as RCRA McCoy Training, Lion Technology On-Line Courses, DOT TSI Courses, etc.
  • Advanced Mixed Waste Shipper Training such as HMTC Mixed Waste Shipper Training or Regulatory Resources Advanced Mixed Waste Packaging and Transportation Course
  • Working knowledge of federal and state regulations as they apply to waste management, transportation, and disposal, with specific knowledge and experience relative to radioactive waste
  • Experience working on radiological and/or hazardous waste sites
  • Ability to evaluate analytical data for radioactive and hazardous constituents
  • Demonstrated ability to propagate excellent customer relations
  • Excellent communication skills-verbal and written
  • Strong attention to detail with excellent analytical and judgment capabilities
  • Ability to work both independently and in a team environment
  • Working knowledge of Microsoft Office Suite applications

Minimum knowledge required to perform adequately in this position will require knowledge of specialized rules, procedures, practices, or operations acquired through substantial training or experience.  In addition:


  • Thorough understanding and knowledge of Federal Motor Carrier Safety Regulations
    • Strong analytical skills and the ability to make good judgements
    • Excellent organizational and multi-tasking skills
    • Willingness to travel overnight to various projects to conduct training and audits as required.
    • Proficient with various Microsoft Office programs



    While performing the duties of this job, the employee will be sitting for long periods of time in an office environment, but will also be required to stand, walk, and talk or hear.   The employee is often required to use hands or fingers to handle or feel, and reach with hands and arms. The employee must occasionally lift and/or move up to 50 pounds.


    The majority of work is conducted indoors but some outdoor work (project visits) will be required.  The employee may be exposed to moving mechanical parts.  The noise level in the work environment is usually moderate.
