Job Description
Under the direction of the Operations Manager, perform project management duties related to requirements of project and in alignment with procedures and practices at Weldin Construction. This position includes performing a broad spectrum of cost estimating functions. Experience with RS Means and E4Clicks preferred. 

RESPONSIBILITIES
  • Manage remediation/construction contracts for federal or state government clients.
  • Ability to tightly manage schedules and budgets.
  • Possess the ability to estimate a wide variety of self-performed construction features of work.
  • Coordinate and lead the preparation of complete estimates for assigned projects.
  • Create/maintain organized estimate files.
  • Prepare estimate basis and assumption documentation, ensure lessons learned are incorporated, and fully understand the needs of the customer.
  • Review the RFP, specifications, design drawings, attend pre-bid meetings, etc., to determine scope of work and required contents of estimate.  Coordinate with the subject matter experts to develop additional estimating basis when information is incomplete.  Suggest alternatives when appropriate.
  • Take responsibility for all pre-construction correspondence with all involved parties, including bid invitations, requests for information, addenda, and scope clarifications.
  • Solicit accurate pricing from qualified subcontractors/vendor/suppliers to ensure adequate competitive coverage of each estimate line item.
  •  Organize & attend project site visits as necessary to define scope and gain valuable information about the projects.
  • Help determine necessary resources for projects based on cost estimates and budgetary constraints. 
  • Coordinate with Architects & Engineers to develop conceptual level construction documents for bidding & planning purposes.
  • Coordinate with company management to ensure estimates and proposals are submitted in a timely & professional manner and in the format required by the RFP.
  • Develop concise scope clarifications and qualifications to provide clients with the basis of the estimate and mitigate project risk.
  • Organize and lead project teams in the successful completion of project tasks.
  • Manage all aspects of construction projects (e.g. technical, financial, and scheduling). 
  • Assist in development and implementation of project strategies and provide mentorship to junior level staff in area of project management. 
  • Ability to manage engineering programs or projects with extensive customer contact.
  • Ability to plan, direct and manage program activities; report potential/actual issues including identifying, developing and managing scope related proposals and risk mitigation plans.
  • Skill in analyzing programs needs and establishing appropriate program priorities.
  • Skill in analyzing and evaluating technical environmental and construction data to ensure completeness and accuracy.
 
Qualifications
Bachelor’s Degree and 8 years relevant experience.
Commercial construction experience with a minimum of five (5) years of estimating experience.
Design-Build & commercial construction experience will be given extra consideration.
A combination of experience and education that demonstrates the required skills, knowledge, and abilities may be considered.
 
  • Demonstrate an advanced understanding of the core processes and procedures associated with cost estimating. 
  • Extensive knowledge of a wide variety of construction and have the ability to estimate self-performed features of work. 
  • Ability to breakdown construction operations into a logical sequence of activities. 
  • Ability to work in a team environment and fit in with company culture and processes.
  • Ability to develop a comprehensive estimate with minimal supervision.  
  • Ability to professionally operate in a fast-paced environment maintained by a company in a positive, controlled growth mode. 
  • Ability to work the hours required to support the role of Lead Estimator. 
  • Must be able to meet deadlines and put in the time needed to get the job done. 
  • Effective professional oral and written communication skills. 
  • Must possess a strong work ethic and values that are above-reproach. 
  • Must have the Ability to work independently, as well as part of a team, and make decisions, solve problems, exercise good judgment, work under pressure, work with minimal supervision and prioritize workload.
  • Excellent interpersonal skills; work effectively and cooperatively with all levels of management and staff, and client as well as outside business associates. 
  • Good attention to detail with the ability to recognize discrepancies.
  • High degree of sensitivity regarding confidential client and employee information.
  • Federal Contracting experience will be given increased consideration. 
  • Experience with the Design-Build contracting format will be given increased consideration. 
  • Should have significant experience with earned value reporting and baseline management.
  • Ability to utilize multiple word-processing and database applications including MS Office applications Word, Excel, Access, as well as Adobe Acrobat, etc.
  • Demonstrated ability to work accurately, follow instructions/schedules/timelines and handle multiple priorities.
  • Strong communication, prioritization and organizational skills.
  • Excellent proof-reading and writing skills.
 
PHYSICAL DEMANDS
The majority of the work will be at a computer.  Some occasional outdoor project site visits may be expected. Capable of communicating with others over the telephone.
Required to have a close visual acuity to perform activities such as viewing a computer terminal and extensive readying.
