Job Description
North Wind Group is currently seeking a Small Business Program Director/Manager to join our team in Knoxville, TN. The Small Business Program Director/Manager will be the lead for NWG's small business program compliance activities including SB and 8(a) BG applications, annual report filings, M&P and other joint ventures, etc. This position will report directly to our VP, GC, and Chief Compliance Officer. 

Summary of Duties:

  • Ensure the planning, execution and reporting of Small Business Administration Compliance requirements are met
  • Ensure timely and accurate data input into US Government (SAM database) and SBA information management systems                                                                                      
  • Intimate knowledge of the SBA Certify filing portal
  • In-depth knowledge of SBA 8(a) Business Development requirements of 13 CFR 124, and 8(a) application requirements and processes
  • In-depth knowledge of SBA Small Business requirements of 13 CFR 121  
  • Familiarity with HUBZone requirements and benefits
  • Develop and provide specific information, reports and/or special services as requested or required by the SBA/SBD Administrators, the SBA Business Opportunity Specialist and the Director of SBD 
  • Perform planning, execution and reporting of Small Business Administration compliance requirements across all company subsidiaries  
  • Provide advice and guidance to internal clients on SBA compliance matters, requirements, certifications                                                                                     
  • Lead for drafting and negotiating small business joint ventures and mentor-protege joint venture agreements with counterparty joint venture as well as manage the internal corporate joint venture due diligence process
  • Lead for managing small business and 8(a) ecosystem and the principal point of contract with President and other executives regarding same
Qualifications
Qualifications:
  • Extensive experience and knowledge for the Small Business regulations including 13 CFR and 124
  • 5-7 years in development and oversight of SBA programs and corporate compliance strategies
  • Experience with the SBA Certify portal system and requirements and SAM registrations
  • Excellent verbal and written communication skills
  • High level of attention to detail
  • Considerable computer skills with MS Office software, system documentation, audit packages
  • Bachelor Degree preferred but not required 
Supervision Received:
  • Reports to and receives technical and operational supervision from the VP, General Counsel, and Chief Compliance Officer
Supervision Exercised:
  • Provide technical and operational supervision to the Small Business Program Officer
