The Corporate HR Talent Acquisition organization, which supports the recruitment needs of Operations, is growing and we are looking for a Senior Technical Recruiter to join the dynamic recruiting team supporting leaders in our Livermore office. The Senior Technical Recruiter is responsible for delivering all facets of recruiting success throughout the organization. This will be achieved through the development of local and national recruiting plans, employing traditional sourcing strategies and resources as well as developing new, creative recruiting ideas. The ideal candidate will have extensive recruiting experience supporting the science, energy, defense and intelligence industries and contracts with the Department of Energy (DOE). The Senior Technical Recruiter will play a critical role in ensuring we are hiring the best possible talent. This is a Sourcing Recruiter role, meaning that you will own candidate identification and engagement throughout the process. As a member of our team you will serve as the sourcing expert for a group of job families, we are actively recruiting for within our HR organization. You will have significant influence and impact over the delivery of a candidate pipeline while fostering a collaborative environment to ensure a great candidate experience and raising the bar with each candidate hired. You will have the chance to drive sourcing strategy, identify and recommend process improvements and partner with team members in the execution of these critical components of talent acquisition. • Primary Objectives of the Human Resources Recruiter: develop and execute recruiting plans, network through industry contacts,        association memberships, trade groups and employees; coordinate and implement college recruiting initiatives and administrative     duties  and recordkeeping.
• Partner with teams to build effective sourcing and assessment, with an ability to manage customer/partner expectations
• Build and maintain network of potential candidates through pro-active market research and on-going relationship management
• Recommend ideas and strategies related to recruitment that will contribute to the long-range growth of the organization, implementing     any new processes and fine-tuning standard processes for recruiting to deliver the quality results to the customer
• Participate in special projects/recruiting initiatives, including assessment of best practices in interviewing techniques, leveraging of     internal sources of talent and identification of top performers for the most ‘hard to fill’ openings
• Work with hiring managers on recruiting planning meetings.
• Create job descriptions.
• Lead the creation of a recruiting and interviewing plan for each open position.
• Efficiently and effectively, fill open positions.
• Conduct regular follow-up with managers to determine the effectiveness of recruiting plans and implementation.
• Develop a pool of qualified candidates in advance of need.
• Research and recommend new sources for active and passive candidate recruiting.
• Build networks to find qualified passive candidates.
• Post openings in newspaper advertisements, with professional organizations, and in other position appropriate venues.
• Post positions to appropriate Internet sources.
• Improve the company website recruiting page to assist in recruiting.
• Research new ways of using the Internet for recruitment.
• Use social and professional networking sites to identify and source candidates.
• Network through Industry Contacts, Association Memberships, Trade Groups and Employees
• Locate and document where to find ideal candidates.
• Aid public relations in establishing a recognizable employer of choice reputation for the company, both internally and externally.
• Communicate with managers and employees regularly to establish rapport, gauge morale, and source new candidate leads.
• Maintain regular contact with possible future candidates.
• Coordinate and Implement College Recruiting Initiatives
• Attend career fairs for recruiting and company recognition.
• Develop working relationships within colleges to aid in recruiting.
• Give presentations at colleges, attend student group meetings, and increase college awareness of the company before and after career     fairs.
• Manage the use of outside recruiters and headhunters.
• Review applicants to evaluate if they meet the position requirements.
• Conduct prescreening interviews.
• Maintain all pertinent applicant and interview data in the Human Resources Information System (HRIS).
• Assist in performing reference and background checks for potential employees.
• Assist in writing and forwarding rejection letters.
• Assist in interviewing and selecting employees onsite.
• Assist in preparing and sending offer packages.
• Assist in preparing and sending new employee orientation packages.
• Perform other special projects as assigned.

• A bachelor’s degree and 3 years’ experience or combination of experience and education exceeding 5 years of recruiting experience     required;
• Five years of human resources corporate recruiting experience with at least 3 years in government contracting strongly preferred.
• Professional in Human Resources< (PHR) certification preferred.

• Experience with recruiting, technical recruiting a plus.
• Knowledge and experience in recruiting passive candidates at all levels, primarily senior levels
• Strong knowledge of Boolean, x-ray searches and additional sourcing software/tools
• Client focused and committed to continuous improvement; ability to proactively network and establish effective working relationships, c     continually seek new sourcing avenues, and develop creative approaches to delivering candidates to the customer.
• General knowledge of various employment laws and practices.

• Ability to execute recruiting strategy, including employer promotion in the marketplace, candidate management, diversity sourcing, and     interview process management.
• Ability to work with various departments and foster teamwork.
• Ability to work independently with minimal supervision.
• Skills in database management and record keeping.
• Ability to maintain the highly confidential nature of human resources work.
• Ability to travel for recruitment meetings, college visits, and career fairs and maintain a flexible work schedule.
• Must be able to identify and resolve problems in a timely manner.
• Gather and analyze information skillfully.
• Demonstrate resourcefulness and initiative in dealing with daily assumptions.

• Skilled in PC usage and associated software including MS Office (Word, Excel, and Outlook).

Top secret security clearance or the ability to obtain the same, as required. Ability to work overtime and travel as needed.

• Ability to read and interpret documents such as safety rules, operating and maintenance instructions and procedure manuals. Ability to     write routine reports, operating instructions and correspondence. Ability to communicate clearly and succinctly on a technical level.
• Ability to work with mathematical concepts. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical     solutions.
• Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.     Ability to interpret a variety of instructions furnished in written, oral, diagram or schedule form.
