Job Description
The Supply Chain Management Department has openings for a Sr. Subcontract Analyst whose primary responsibility will be to conduct and prepare documents for market research to identify prospective sources for solicitation to build or design mechanical and electromechanical fabrications, integrated circuit technologies and test stands and equipment. The successful candidate will develop strategies and approach through interfacing with peers and technical team members for market research activities, such as analyzing data and performance risk to determine availability of sources in the marketplace capable of delivering best value.   In accordance with applicable regulations, the successful candidate will provide negotiation positions to authorized personnel and prepare contract and administration documentation acquiring the appropriate approvals as necessary on various moderate to high value dollar, fixed price, cost reimbursable, unique and/or unusual complex subcontracts.   

This position may require the successful candidate have the flexibility to work overtime, shift and or weekends to accomplish goals. The successful candidate will be required to pass various on-site training modules to pursue work assignments.

Essential Duties
Assist LLNS SCM Personnel with the following:
- Advise on established procurement policies, procedures, and processes, including those that are complex and may require in-depth analysis of internal and external business standards as part of executing assigned duties not to direct others, and DOE/NNSA requirements and provide assessment to LLNS for review and execution.
- Assist organizations in activities related to the placement of complex subcontracts, including contributing to statements-of-work, identifying sources, and participating in overall acquisition planning.
- Review requisitions for completeness, recommend appropriate subcontract form, research, and recommend prospective bidders, assist in vendor surveys, and prepare solicitation documents.
- Review capability statements, quotations and proposals, recommend final vendor selection, recommend applicable negotiated terms and conditions, provide input on cost/price position and delivery terms or project schedule for LLNS' approval, and prepare subcontract for signature by the delegated signature authority level individual.
- Act as a point of contact and prepare administration documentation for moderate to high dollar value subcontracts from award through close-out, including participating on project teams, the development and maintenance of file documentation, vendor performance, preparation of change orders, and provide LLNS recommendations and support for negotiation position of subcontract modifications and review of documentation for subcontract close-out.
- Perform other duties as assigned.

At higher level:
Assist LLNS SCM Personnel with the following:
- Evaluate and communicate administration requirements to LLNS' authorized personnel on the most complex subcontracts from award through close-out, including providing LLNS recommendations for frequent negotiation positions of highly complex, multi-faceted, high dollar value, unique or specialized requirements.
- Interpret technical specifications, drawings, and processes at a level required to actively participate in discussions of technical requirements with vendors, managers and programmatic scientists and engineers.
- Coordinate and facilitate technical team discussions during market evaluations.

Qualifications
Essential Skills, Knowledge, and Abilities
- Bachelor's degree in Business Administration or related field, or equivalent combination of education and related experience.
- Significant experience negotiating and administering subcontracts with unusual and/or complex terms and conditions.
- Significant experience applying cost and price analysis techniques to determine best value for an organization.
- Working knowledge of theories, practices, procurement techniques and methods such as DOE Acquisition Regulations (DEAR)s and/or Federal Acquisition Regulations (FAR)s, cost accounting standards, business law, government regulations, commercial business practices and Generally Accepted  Accounting Principles (GAAP).
- Experience developing and writing a variety of contract types, including fixed price, and cost reimbursable contracts.
- Proven ability to analyze data and solve complex problems that are diverse and multi-faceted, including sound decision-making skills with ability to be innovative, assess complex situations, recommend appropriate actions, and implement solutions.
- Advanced verbal and written communication and strong interpersonal skills necessary to interact effectively within a diverse team environment, program managers, clients, customers, and external vendors and in providing a high level of customer service.
- Effective organizational skills and ability to work in a faced-paced environment while simultaneously handling a diverse and varied workload, including ability to work independently toward goals and objectives.
- US citizenship is required.

Desired Skills, Knowledge, and Abilities
- Extensive experience drafting, negotiating, awarding, and administering high dollar value, highly unusual and complex subcontracts, including advanced knowledge of government and commercial subcontracts using best value techniques and determining reasonableness of cost and price.
- Experience or demonstrated ability to lead and/or mentor subcontract analysts and provide assistance to other subcontract analysts.
- Experience interpreting complex technical specifications, drawings, and processes to effectively engage with a diverse range of staff including vendors, managers and programmatic scientists and engineers.

Special Requirements
Pre-Placement Medical Exam: A job related pre-placement medical examination may be required.

Anticipated Clearance Level: P (position will be cleared to this level). Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements for access to classified information or matter. In addition, all L or Q cleared employees are subject to random drug testing. Q-level clearance requires U.S. citizenship.
