Job Description
The Chief Financial Office Directorate has an opening for an Accounting Specialist Payroll Analyst in the Payroll Group of the Finance Department's Disbursements Division. The selected candidate will perform as the Payroll Analyst, leading and performing system project, testing, preparing written documentation, and other related Payroll functions. Other responsibilities include operating in compliance with rules and regulations; performing specialized payroll process audit functions that ensure payroll accuracy and integrity. Interactions are with LLNL management, department timekeepers and LLNL employees. This position will report to the Payroll Group Leader.

This position may require the successful candidate have the flexibility to work overtime, shift and or weekends to accomplish goals. The successful candidate will be required to pass various on-site training modules to pursue work assignments.

Essential Duties
- Research and analyze system requirements in PeopleSoft/LITE Systems to identify necessary changes, identify and trouble-shoot problems.
- Interface with technical staff to help implement and test developed/modified programs.
- Analyze, document, and define solutions to production problems.
- Develop system test strategies and plans, perform system testing and create and execute automated test scripts in support of Payroll application maintenance tasks and projects.
- Assist in defining project scope, time and cost estimates, quality assurance and risk mitigation planning.
- Develop and implement training for timekeeping and payroll processes.
- Identify, analyze, and recommend process improvements and/or corrective actions needed for PeopleSoft/LITE system processes
- Research and resolve policy issues; interpret and apply DOE/NNSA/LLNS and Laboratory standard policies and procedures.
- Support audit activities related to LITE/Payroll processes and prepare data to respond to findings interfacing with internal and external auditors and the CFO Audit Liaison and LLNL management.
- Perform all assignments in accordance with ES&H, security, and business practice requirements and policies.
- Performed other duties as assigned.

Marginal Duties
- Assist Payroll customers with concerns and questions using the Service Now Application.
Essential Skills, Knowledge, and Abilities
- Bachelor's Degree in Business Administration with an emphasis in accounting or finance, or the equivalent combination of education and related experience.
- Demonstrated knowledge of and experience interpreting and applying accounting theory, policies, procedures and Generally Accepted Accounting Principles (GAAP).
- Experience with PeopleSoft and Oracle payroll systems for a large organization.
- Experience compiling and analyzing financial data and preparing comprehensive analyses.
- Demonstrated ability to develop training concepts, plans and train others in area of expertise.
- Experience with computer-based spreadsheets and report-generation applications. (e.g., MS Office Suite).
- Demonstrated effective communication skills, both verbal and written, and the ability to interact with technical personnel to tactfully and effectively explain and present concepts, ideas, and information and to document systems and processes.
- Demonstrated analytical skills and the ability to anticipate, define, and resolve diverse problems requiring mature judgment, discretion, and tact, and an ability to negotiate desirable outcomes with various customers.
- Demonstrated flexibility, the ability to work independently, and the ability to effectively work well in a team environment.
- Demonstrated ability to learn quickly and work in a fast-paced, ever-changing environment, meeting critical deadlines.
- Demonstrated effective organizational skills to independently determine priorities, process multiple tasks simultaneously, and meet all deadlines.
- Experience with Timekeeping systems.

Desired Skills, Knowledge, and Abilities
- Experience with Service Now.
- Experience with interpreting and applying DOE/NNSA/LLNS and Laboratory standard policies and procedures.

Special Requirements
Pre-Placement Medical Exam: A job related pre-placement medical examination may be required.
