Job Description

North Wind is currently seeking two (2) two full time Subcontractor Representatives to support operations on a large project in the Richland, WA area.  The Subcontract Representatives will contribute to the overall project cost, schedule, and performance objectives by maximizing competition, negotiating pricing and terms and proactive subcontract management.  This includes establishing a database of qualified subcontractors, implementing acquisition plans, competing all procurements on an annual basis and managing the subcontractors to the price/terms of the subcontract. The Subcontractor will provide expertise internally and externally in FAR-compliant procurement processes. The Subcontractor FTEs will perform:

  • Facilitate and implement acquisition plans for all functional areas.
  • Support market research, identify trends and potential efficiencies
  • Assist with reporting, tracking costs and cost transparency
  • Establish and maintain database of pre-qualified responsible subcontractors
  • Issue solicitations to subcontractors in accordance with Government regulations and policies/procedures. 
  • Analyze and evaluate subcontractors proposals
  • Conduct cost and price analysis.
  • Negotiate pricing and contract terms/conditions with suppliers
  • Obtain consent to subcontract
  • Award and Issue Subcontracts with all the applicable clauses, flow-downs, specifications and project specific requirements
  • Analyzes subcontract requirements, special provisions, terms and conditions to ensure compliance with appropriate laws, regulations, corporate policies and business unit procedure.
  • Ensures subcontract review, approval and execution in accordance with corporate and/or business unit guidelines.
  • Ensure delivery and performance of services in accordance with the subcontract
  • Review and approve subcontract invoices
  • Support change orders and modifications in accordance with policies/procedures
  • Facilitate and monitor compliance with FAR and certified purchasing system requirements
  • Support and maintain subcontractor relations/performance to facilitate quality, service, price and delivery objectives
  • Address subcontractor discrepancies related to shortages/overage/quality issues for corrective action-disposition
  • Support quality, IT and Health and Safety related purchases
  • Prepare and maintain records and files documenting subcontract costs, performance and compliance.
  • Perform subcontract close-out activities
  • Prepares and administers routine correspondence, negotiation memoranda, and subcontract documentation to ensure timely and coordinated submittal.
Qualified candidates will meet the following requirements:

  • Bachelors degree in business or related field
  • Three (3) - five (5) of years of experience in similar role
  • Working knowledge of subcontracting concepts (types, terms & requirements), Federal Acquisition Regulations and the Uniform Commercial Code
  • Demonstrated administrative and organizational skills
  • Demonstrated oral and written communication skills
  • increasing knowledge of law, negotiations, accounting or cost engineering gained through education or experience
  • Previous government subcontracting experience preferred
