Job Description

This role will provide senior level administrative and professional services on behalf of and to the Sr. Program Manager with privileged access to North Wind Solutions (HMIS specific) highly sensitive and project based strategic information. The successful candidate will possess vast leadership capabilities while at the same time be discreet, highly energetic, agile-minded, strategic, proactive, a direct communicator, highly - organized and committed to the vision and values of North Wind Solutions.  This role is critical to the Business Development, Contracts & Procurement, Public Relations & Community Outreach, and Human Resources & Development functions.  The person in this role shall have working experience in each of these disciplines.  *Non-supervisory role*

Job Responsibilities: 

  • Support all facets of daily operations, ensuring compliance with relevant policies and procedures
  • Serves as delegate at the written request/approval of Program Manager on all matters relative to the Delegation of Authority procedure.
  • Supports the PM in analysis of Richland Office P&L; allocable base, appropriate accruals, client allocations, the impact of capitalization, recovery and fixed price contracts in order to improve operational efficiency and productivity
  • Conduct and support business analysis needed to support the organization (e.g. expense forecast analysis, budget reviews, organizational structure)
  • Support Human Resources with recruiting, hiring, on-boarding, day-to-day issues management including disciplinary action consistent with North Winds Solution policies.
  • Manage the standard use of tools and templates to facilitate project planning and governance across the organization
  • Support and execute primary directives and initiatives that are key to the success of the Hanford office.
  • Support and review and monitor the key performance metrics across the organization and assist in the corrective actions and recovery actions
  • Work closely with financial, accounting, human resources and other key support areas to maximize efficiency
  • Provide support to the various functional teams to improve and automate all existing processes
  • Support Office Management groups and corresponding Service Center budgets
  • Manage Unallowable budget line items
  • Manage the Emerging Leaders Training Program
  • Liaise with internal and external stakeholders and support communication and customer relationship management
  • Support as many of requests as possible, ensuring that commitments and deadlines are never missed across the scope of Hanford Office tasks
  • Support solving complex problems, and execution of projects across functional groups and have a deep understanding of North Wind’s mission and values
  • Partnering with Program Manager to plan & successfully execute Hanford’s Program:

    • Preparation for, and facilitation of critical meetings. The SSM is responsible for ensuring that meeting objectives are realistic, that preparation is appropriate, and that the Program Manager is well-informed in advance of the meeting. The SSM is responsible for preparing presentation materials and ensuring that anyone else presenting in the meeting is ready. This responsibility is about content and the SSM' judgment about the appropriateness and sufficiency of the meeting preparation.

    • Team Program Budget and Bonus
    • All Hands Meeting/Events Programming & Budgeting
  • Proactive identification of issues that could impact successful execution. This responsibility involves elevating those issues that the Program Manager should be aware and presenting ideas to resolve problems and/or mitigate risk. This will require the SSM to focus on the underlying interest of the parties, understand their intentions, and identify creative / alternate means of handling pressing issues.
  • Development of draft communications

 

  This position is contingent upon contract award. 
Qualifications

Education and Experience:

  • Bachelor’s Degree in Business Management or related field, or equivalent work experience with a goal of advancing his/her degree in a Master’s in Business Administration
  • 10+ or more years of experience in Business Administration or a combination of Business Management, Human Resources, Contracting, Public Relations and Business Development.
