Job Description

The Business Manager will have the overall responsibility for managing and reporting on the project’s performance to HMIS and North Wind. Cost and performance reports will be issued monthly as required by the Client and North Wind. The Business Manager will oversee contract and subcontract management, administration and compliance,  manage the change order process, establish and manage a certified purchasing system,  manage accounts payable and accounts receivable, and manage the time keeping and payroll system and perform such other duties or special projects as assigned by the Program Manager. The Business Manager shall be assigned to the Contracts group however, reporting to the Program Manager and will provide support for the individual task orders issued to North Wind under the IDIQ Agreement with HMIS.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Manages and supervises business and administrative staff comprising of the Contracts Manager, Procurement Manager, Project Controls Lead, and various accounting specialists, payroll specialists, accounts payable clerks, accounts receivable clerks, and human resources specialists.
  • Responsible for all business administrative operations, contract management, subcontract management, procurement, community outreach, public affairs, human resources, facilities, and other supporting service operations.
  • Responsible for business and financial management along with execution and operational support to ensure overall financial goals.
  • Leads personnel performance management and succession planning
  • Responsible for maintaining accurate records and information management
  • Ensure North Wind Solutions has the adequate and suitable resources to complete its activities
  • Ensures personnel are properly trained and are provided with a safe and healthy workplace, and that worker competence is commensurate with their ESH&Q responsibilities.
  • Other duties as assigned by Program Manager

Qualifications
  • Bachelor’s Degree in Business Management, Accounting, Finance or a related discipline.
  • Master's degree in Business or related discipline preferred. 
  • Experience in DoE government contracting environment
  • Ten (10) of proven experience as a business manager or related role.
  • Five (5) years in a managerial capacity that reflects managerial and leadership abilities.
  • Experience in finance, general accounting, payroll, accounts payable, and billing

Skills and Abilities:

  • Broad knowledge of financial disciplines, automated systems and procedures essential
  • Excellent organizational and leadership skills
  • Outstanding communication and interpersonal abilities
  • Thorough understanding of diverse business processes and strategy development
  • Ability to multi-task, prioritize conflicting demands, and meet tight deadlines
  • Excellent knowledge of MS Office, databases and information systems

SPECIAL REQUIREMENTS:            

  • Must be able to obtain and maintain an active DOE Q Clearance or TS/SCI Clearance
  • Must be a US Citizen
