Job Description

The Carlsbad Technical Assistance Contract (CTAC), operated by North Wind/ Portage, has an immediate need for a technical expert with knowledge and experience in the area of TRU Waste Packaging and Transportation to provide support to the Department of Energy (DOE) Carlsbad Field Office (CBFO) Office of Quality Assurance (OQA), and perform audits and surveillances of activities and functions at the Waste Isolation Pilot Plant (WIPP), at WIPP participant organizations, and at TRU waste generator sites across the U.S.


1. TRU Waste Packaging and Transportation
    • Oversight of WIPP-related packaging and transportation activities
    • Assess design, fabrication, certification, maintenance, and operation 
        activities for:
Type B packaging as regulated by the Nuclear Regulatory 
        Commission (NRC)
        7A Type A containers as regulated by the Department of 
        Transportation (DOT)
    • Perform reviews of TRU Waste Packaging and transportation 
        documents and other QA-related documents
    • Identify potential projects or additional work scope on existing TRU 
        Waste Packaging and transportation projects or programs  

2. Quality Assurance Assessments
    • Perform internal and external quality assurance assessments for the 
        WIPP program and program partners in accordance with NQA-1, 
        DOT, and NRC requirements.
    • Plan and coordinate logistics necessary to conduct assessments at 
        the WIPP site and at TRU waste generator sites at various locations.
    • Evaluate TRU Waste Packaging and transportation programs under 
        the purview of DOE CBFO.
    • Prepare assessment plans and TRU Waste Packaging-related reports
    • Develop TRU Waste Packaging and transportation QA-related 
        checklists and summarize assessment results.
    • Interface with state and federal regulatory agencies. 

    • Provide technical TRU Waste Packaging and transportation expertise 
        to CBFO OQA or other CBFO offices, as requested.

 Education and Experience:
    • Bachelor of Science degree in physical science, engineering, or a 
        related technical discipline (as approved by the Contracting Officer).
    • Fifteen years of knowledge and experience in the nuclear industry 
        related to the design and certification of containers and packaging 
        used for the transport of radioactive materials, OR a master’s degree 
        in an applicable field of study with ten years of experience, or a 
        Ph.D. in a related discipline with five years of experience.

  • Must be able to pass a pre-employment drug screen.
  • Must be able to pass a pre-employment background check.

While performing the duties of this job, the employee will be sitting for long periods of time in an office environment, but will also be required to stand, walk, and talk or hear. The employee is often required to use hands or fingers to handle or feel and reach with hands and arms. The employee must occasionally lift and/or move up to 25 pounds. 

The majority of work is conducted indoors in an office environment.  Work is also conducted outdoors in the form of on-site assessment activities held at nuclear facilities.  The employee may be exposed to moving mechanical parts where the noise level in the work environment is usually moderate.
