Job Description

The Environmental Field Technician serves as the primary representative for all environmental compliance issues/questions associated with the remedial action contractor’s construction activities at the Moab UMTRA Project, a remedial construction project. Primary responsibilities include:

  • Performing Storm Water Pollution Prevention Plan (SWPPP) Inspections and maintaining the associated documentation
  • Updating and installing Best Management Practices (BMPs) affiliated with the SWPPP as the project progresses and field conditions dictate
  • Performing Fugitive Dust Opacity Monitoring in accordance with EPA Method 9
  • Performing Spill Prevention Control and Countermeasures (SPCC) Inspections and maintaining the associated documentation
  • Implementing corrective actions from SWPPP, SPCC, and air monitoring inspections
  • Maintain the yearly Notice of Intent (NOI) associated with the SWPPP
  • Complete NEPA Environmental Checklists associated with work activities on an as needed basis.
  • Train workers on the relevant sections of SPCC and SWPPP
  • Perform spill investigations and document and advise the remedial cleanup operations if a spill occurs
  • Advise the Remedial Action Contractor on environmental issues related to construction operations
  • Determine the appropriate environmental controls for project field activities and documenting through Integrated Work Plans and Environmental Checklists.
  • Ensuring written environmental programs and procedures are up to date and compliant with all applicable regulations and guidance. Including but not limited to Waste Management Plan, Universal Waste Management Plan, and Used Oil Management Plan. Review and approve TAC Storm Water, Fugitive Dust and Spill Plans, and Environmental Management Manual.
  • Represent the Remedial Action Contractor (RAC) at the monthly Environmental Management meetings with the U.S. Department of Energy (DOE) and Technical Assistance Contractor (TAC).
  • Work with the RAC QA/QC department to assure environmental and other quality related compliance activities
  • Work with and communicate with Operations to continue production while maintaining compliance with Environmental Permits, Plans, and Regulations.

Qualifications
  • High School Diploma
  • Must have 2+ years of experience in a similar role or field engineering role with a construction company. In lieu of this experience the candidate will have a bachelor’s degree in Engineering, Geology or a related Science.
  • Must be a self-starter, organized, and detail oriented.
  • Must be able to prioritize multiple activities
  • Must be able to communicate professionally, effectively, and tactfully with a wide variety of individuals in person, via telephone, and in writing.
  • Must be able to work independently and resolve practical problems, keeping all appropriate parties aware of issues or risks. 
  • Must possess a strong work ethic.
  • Must have the ability to lead small crews and oversee field activities associated with BMPs and other environmental construction tasks.
  • Must be proficient in Microsoft Office (MS Word and Excel)
  • Ability to obtain Utah State Storm Water Inspector (RSI) certification within 4 months of employment and maintain certification.
  • Ability to obtain Utah approved EPA method 9 opacity certification within 2 months of employment and maintain certification every 6 months.
  • Ability to read and comply with project direction contained in project-specific plans and procedures.
  • Physically able to work in an outdoor environment with hot and cold extremes, with Modified Level D PPE.
  • Must be able to qualify as a DOE Radiation Worker II, complete 40 hour OSHA HAZWOPER worker training and pass a HAZWOPER/respirator user medical exam.
  • Must pass drug test, physical and background check
  • Must have a valid driver’s license
Desired Skills:
  • Bachelor of Science degree
  • One year experience in environmental compliance.
  • Experience on UMTRA or other type of projects.
  • Already possess any of the following certifications: Utah RSI, EPA Method 9, FAA Part 107 pilots sUAS license, 40 hour OSHA HAZWOPER, 8 hr OSHA HAZWOPER Refresher.
  • Experience as a technical or environmental project lead at a construction company
  • Experience with field surveying equipment, such as survey grade GPS, laser levels, or builders levels.
  • Relevant practical hands on experience
  • Experience with Autodesk Civil 3D
  • Experience with remedial cleanup site, DOE site, or other UMTRA sites
  • Knowledge of CWA, CAA, NEPA, UMTRA, RCRA, TSCA, various UT Environmental Regulations, Antiquities Act, and Endangered Species Act would be a plus.
