Job Description
North Wind Infrastructure and Technology is currently seeking a Senior Civil-Water Engineer with large program management experience to manage large nationwide FEMA National Flood Insurance Programs such as MT-2 and regional MT-1 contracts. The candidate will have additional involvement in other water infrastructure related projects including dams, levees, stormwater systems, and flood protection projects.  This position requires technical experience in civil engineering specifically with hydraulic and hydrologic analyses related to Conditional Letters of Map Revision (CLOMR) and Letters of Map Revision (LOMR).  In addition, successful candidates must be able to demonstrate program management experience with similar contracts in excess of $10M per year. The candidates are expected to have a solid civil or engineering education/experience background and must possess a strong desire to learn new skills.

Duties include:
• Managing a team of engineers evaluating CLOMRs/LOMRs under MT-2 program to determine if they qualify for a Letter of Map Change (LOMC),
• Using design software to plan, design and/or evaluate the performance of hydraulic systems during and after extreme precipitation events, 
• Providing support to various projects requiring design and analysis of flow control structures including outlets spillways on embankment dams, stormwater conveyance, bridge replacements, levees, etc.,
• Leading the development of design requirements, alternatives analyses, for water infrastructure projects,
• Evaluate wet infrastructure design plans for feasibility, safety and adherence to government regulations, and
• Ability to lead proposal efforts with technical approaches and proposal team management. 
Qualifications

• Minimum four (4) year Bachelor’s degree (Master’s preferred) in civil engineering from an accredited engineering school with a focus on water resources,
• Minimum 15 years of civil-water engineering experience,
• Minimum 5 years’ experience with FEMA Hydrology and Hydraulic modeling in HEC-RAS, SWMM, MIKE, related to CLOMR/LOMR
• Demonstrated experience processing MT-2 applications required and MT-2 program management experience preferred.
• Experience with program management for contracts of $10M per year or greater.
• PE licensure required,
• Strong analytical and problem-solving skills,
• Strong verbal and writing communication skills, and 
• Ability/willingness to travel (up to 25%)

Ability to obtain security clearance, preferred.
