Job Description

North Wind Infrastructure and Technology is looking for a full-time Lead Civil Engineer for it's Knoxville, TN office. The successful candidate will be responsible for the following:


  • Leads team of 10-15 engineers, managing their workload, task prioritization and ensuring quality of deliverables.
  • Performs technical oversight of evaluations, designs, and generation/reviews of construction documents for civil grading, roadway, bridge, and water-related public works infrastructure projects.
  • Forecasts and manages the workload of engineers in the team under your charge, in coordination with Project Engineers. (Project Engineers manage business development interfaces with internal and external clients, and they manage schedule and cost for engineering work.)
  • Proactively ensures quality, timeliness, compliance, and value to the client of work performed, through example, by means of tracking and periodic reporting for the team, and through involvement in process improvement (LEAN, etc.).
  • Responsible as primary PE/RA for signing and sealing projects, identifying and procuring additional registrations when not available internally. 
  • Devotes a substantial portion of individual time contributing to team deliverables, from a technical, project management and/or proposal preparation standpoint.
  • Conducts periodic staff reviews / evaluations, performance appraisals and facilitates career development for the group.
  • Interfaces with staff both in person and remotely (videoconferencing, phone, etc.).
  • Manages utilization of staff’s time.
  • Motivates employee engagement and working toward company goals.
  • Supports development of design requirements and alternatives analyses.
  • Able to work effectively in an office environment, but also able to work safely in the field – e.g., walk-downs and inspections at construction projects. 
  • Monitors and ensures staff training is current, while also mentoring them in technical, time management and project execution skills.
  • Demonstrates ability to work accurately, follow procedures and schedules, and prioritize multiple tasks for highly technically capable individuals in a complex matrix environment.
  • Mentors and supports intern development programs.
Qualifications
  • Bachelor’s degree and 15+ years’ experience in Civil Engineering or civil related field and a Registered Professional Engineer. Master’s degree and 20+ years’ experience in Civil, Water, Structural, or Geotechnical Engineering and/or an MBA, including design-build experience preferred.
  • 5+ years managing a team of 10 or more engineers in an A/E environment, or 710+ years managing a large team of engineers. 10+ years managing a team of 4 or more engineers in a related environment or demonstrated equivalent experience preferred. 
  • Available and willing to travel, up to 25%, for field investigation and testing, and for visiting staff/clients.
  • Willing to work overtime as circumstances warrant.
  • Able to work effectively in an office environment, but also able to work safely in the field – e.g., walk-downs and inspections at construction projects. 
  • Demonstrated ability to work accurately, follow procedures and schedules, and prioritize multiple tasks for highly technically capable individuals in a complex matrix environment.
  • Experience managing a geographically dispersed team.
  • Experience delivering engineering designs and analyses to government clients, e.g., USACE, DOD, DOE, NAVFAC preferred.
  • Experience with earned value reporting and baseline management not required but preferred.
  • Experience with BIM/ACAD Civil 3D/REVIT.
  • PMP certification.
  • Experience with nuclear containment and radiation hazard mitigation.
  • Able to obtain and maintain a security clearance.
  • Experience with Civil analysis software, (e.g., FEA, ACAD Civil 3D, MicroStation, HEC-RAS, HEC-HMS, Slope/W, or equivalent software packages).
  • United States Citizenship.
