Job Description
Manages and coordinates company operation strategies and activities.  Oversees project management responsibilities for the complete and satisfactory execution of all projects and contracts.  This role develops a complete understanding of the contracts and projects in order to provide full support and direction to the estimating, project management, execution, and quality control team. The Operations Manager will manage, plan, and coordinate all activities of Project Managers to ensure that goals and/or objectives of all contracts are accomplished within the project time frames and budgets.

Plans and organizes staffing assignments according to company project requirements
Assigns, or delegates responsibility for, specified work or functional activities and disseminates policies and objectives to Project Managers and staff
Gives work direction, resolves problems, prepares schedules, and sets deadlines to ensure timely completion of work
Evaluates current procedures and practices for accomplishing company objectives to develop and implement improved procedures and practices
Ensures adequate training of staff and employee compliance to organization’s policies and practices
Monitors and analyzes costs and assists the preparation of company budget
Works with and oversees contract estimating group through design and pre-construction activities to develop estimates
Assist in defining the project scope and objectives, involving all relevant stakeholders and ensuring technical feasibility
Takes project from estimation group and assigns Project Managers and/or Superintendents to execute
Oversees project proposal/plan with Project Manager and Superintendent to determine time frame, funding limitations, staffing requirements, self-performance or subcontract
Ensures resource availability and allocation
Organizes and oversees project management and administration
Develops a detailed project plan to monitor and track progress of all projects. 
Work with Project Managers to monitor the progress schedule’s and their periodic revisions ensuring projects stay on track
Performs risk management to minimize project risks
Helps develop long-term schedules, goals and projections for projects
Work with Project Managers to ensure that all projects are delivered on-time, within scope and within budget
Establishes and maintains relationships with the owner, design professionals, building officials, local businesses, and emergency support
Oversees project budgets and cost codes
Creates and maintains comprehensive project documentation
Oversees Project Management and the site utilization program, site services, security arrangements, and other facilities and arrangements necessary for appropriate service to the construction effort
Oversees finalizing bid packages and negotiations
Enforces all regulatory, base and company specific safety rules and ensure site safety is at the forefront of each project
Main point of contact for the customer and the customers representatives.
Demonstrates impeccable integrity and ethical decision-making

Prepares reports and records on company activities for management
Prepares project reports, financial updates, and scorecards for management, client, and others
Valid Driver’s License.
Must be able to pass a background check and be allowed access to federal installations.

Standard office environment.
Sedentary physical workload; must be able to exert up to a negligible amount of force constantly to lift, carry, push, pull or otherwise move objects, including the human body; required to have a close visual acuity to perform activities such as viewing a computer terminal and extensive reading; specific physical requirements include, but are not limited to, sitting, walking, talking, hearing and performing repetitive motions.

The majority of work is conducted indoors. The employee may be exposed to moving mechanical parts.  The noise level in the work environment is usually moderate.

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required. 

Education: High School Graduation or GED.
Experience: Possess at least twelve (12) years of relevant construction experience or a combination of education and directly related experience equal to sixteen (16) years. Relevant experience includes, but not limited to experience as Project Manager in the construction industry and significant experience managing multiple task orders or projects.

Project Manager Professional (PMP) certification or equivalent preferred 
OSHA 30 hour 
Demonstration of successful performance as a Project Manager 
Ability to manage people and resources to align with company goals
Develops the progress schedule with the Project Manager
Participates in scope reviews of the various bid negotiations
Familiar with the general contract requirements, and demonstrated ability to thereby identify changes, conflicts, and opportunities for project success
Significant experience with earned value reporting and baseline management
Demonstrated ability to work accurately, follow procedures and schedules, and prioritize multiple tasks
Proficiency with all MS Office products (Word, Excel, Access, PowerPoint, Project) 
Ability to work in a team environment and fit in with company culture and processes 
Effective professional oral and written communication skills
Must possess a strong work ethic and values that are above-reproach
Strong organizational and interpersonal skills

Education: Bachelor’s Degree in Civil Engineering, Construction Management, or related field preferred.
