Job Description
Program Manager/Estimator will work with Program Manager, Deputy Regional Manager & Company Estimating Manager to complete estimate development.  Conduct RFP reviews, scope development, subcontractor solicitation, quote comparisons, estimate development & closeout.  Estimator will also be required to lead reviews and meetings during the bidding process. Also performs project management responsibilities, when assigned to only a segment of a larger project, this role develops a complete understanding of the contract and any relevant subcontracts in order to provide full support to the overall project management team. The PM will manage, plan, and coordinate, with the superintendent, all activities of the project to ensure that goals and/or objectives of projects are accomplished within the project time frame and budget.


ESSENTIAL DUTIES AND RESPONSIBILITIES:
Perform takeoffs on a wide variety of features of work.
Develop complete project estimates develop project specific resource libraries to be incorporated into the estimate.
Work with Capture Managers and Subject Matter Experts to develop project staffing plans and indirect estimates.
Work with Capture Managers and Subject Matter Experts to ensure bid strategy is in accordance with company mission and capabilities.
Develop & maintain the document control process and be responsible for cataloging all bid documents, correspondence, assumptions and quotes.
Work with Project Teams to ensure bidding strategy is practical, and also participate in project completion debriefs to incorporate best practices into future bidding strategies.
Work with contracts department to maintain subcontractor database.
Work with contracts to develop subcontractor solicitation process and lead that activity throughout the bidding process.
Develop complete and comprehensive quote comparisons.
Solicit and catalog material and equipment pricing.
Participate in business development & networking activities.
Track market conditions and incorporate that knowledge into the bidding and review process.
Manage bidding scheduled to ensure milestones and deadlines are tracked and achieved
Lead bid reviews with company management.
Participate in Design Coordination during design-build pursuits.
Develop meeting agenda's and take and distribute meeting minutes.
Travel to and attend meetings and site visits throughout the North Wind operational area.
Work with schedulers to ensure accuracy of pre-bid schedules.
Develop risk identification matrix's to identify mitigation measures and contingency development.
Reviews project proposal/plan with Superintendent to determine time frame, funding limitations, staffing requirements, self-performance or subcontract
Organizes and oversees jobsite administration and field supervision
Assists in the procurement of subcontractors and suppliers
Monitors the progress schedule and its periodic revisions ensuring project stays on track
Ensures site safety is at the forefront of each project
Works with the Superintendent to identify and resolve any project related issues/changes
Develops long term schedule, goals and projections for projects
Establishes and maintains relationships with the owner, design professionals, building officials, local businesses, and emergency support
Prepares project budgets and cost codes
Prepares project reports, financial updates, and scorecards for management, client, and others
Prepares and submits Design Clarification / Verification Requests (DCVR) and change orders
Develops project schedule with the Superintendent
Performs and/or manages project scheduling, scoping, clarifying, and pricing effort for assigned preconstruction projects.
 
Qualifications
QUALIFICATIONS REQUIRED:
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required. 

Education and Experience:
Education: Bachelor’s Degree in Engineering, Construction Management, or related field preferred.

Experience: Two (2) to Five (5) years estimating experience and four years of direct construction management. Design Build Experience is preferred. 

Skills and Abilities: 
Experience with the design-build project delivery format is required.
Experience in developing complete project estimates and project resource libraries.
Experience with subcontract solicitations and the quote comparison process.
Excellent interpersonal skills; work effectively and cooperatively with all levels of management, staff, and client.
Experience with leading and directing a variety of meetings, both internal & external to North Wind.
Strong oral and written communication skills; ability to effectively present information and respond effectively and sensitively to questions from client, managers, staff and the general public.
High degree of sensitivity regarding confidential client and employee information.
Ability to advocate and enforce Company policies, procedures and employee programs.
Ability to work independently, as well as part of a team, and make decisions, exercise good judgment, work under pressure, work with minimal supervision and prioritize workload.
Experience and skills with computer applications, MS Office Suit, with MS Excel Experience is required.
Ability to obtain security clearance.
Project Manager Professional (PMP) certification preferred
OSHA 30 hour
Demonstration of successful performance as a Project Manager or senior project engineer on small to medium sized projects
Gathers all information necessary to create, monitor, and modify the progress schedule on a continuing basis
Develops the progress schedule with the Superintendent
Participates in scope reviews of the various bid packages to properly coordinate and ensure that nothing is either left out or bought twice
Thorough familiarity with the general contract requirements, with the ability to identify changes, conflicts, etc.
Works with the Superintendent to develop and administer the site utilization program, site services, security arrangements, and other facilities and arrangements necessary for appropriate service to the construction effort
Identifies field-construction and work-sequence considerations when finalizing bid package purchases
Enforces all regulatory, base and company specific safety rules
Performs job site inspections for both quality and safety
Significant experience with earned value reporting and baseline management
Demonstrated ability to work accurately, follow procedures and schedules, and prioritize multiple tasks
High degree of sensitivity and ability to maintain confidential client and employee information
Proficiency with all MS Office products (Word, Excel, Access, PowerPoint, Project) 


QUALIFICATIONS PREFERRED: 
Education: Bachelor’s Degree or Construction Management is preferred.  Design Build Experience is preferred. PMP certification, Remote logistics experience, Experience in Government contracting.

SPECIAL REQUIREMENTS:             
Security Access Requirements: Employee must be able to pass security clearance required to access government installations throughout CONUS and OCONUS. Applicants are required to have REAL ID Act compliant documentation at time of hire.

PHYSICAL DEMANDS:
While performing the duties of this job, the employee will be sitting for long periods of time in an office environment.  Sedentary physical workload; must be able to exert up to a negligible amount of force constantly to lift, carry, push, pull or otherwise move objects, including the human body; required to have a close visual acuity to perform activities such as viewing a computer terminal and extensive reading; specific physical requirements include, but are not limited to, sitting, walking, talking, hearing and performing repetitive motions.  The employee is often required to use hands or fingers to handle or feel and reach with hands and arms. The employee must occasionally lift and/or move up to 50 pounds.

WORKING ENVIRONMENT:
The majority of the work is conducted indoors in a standard office environment.  The employee may be exposed to moving mechanical parts.  The noise level in the work environment is usually moderate.
